An invoice that establishes the payment of the 14th salary for beneficiaries of the National Social Security Institute (INSS) is already in the Senate. However, considering that the benefit must be paid only this year, which is already about to come out, its release remains a matter of doubt.
The proposal suggests paying an additional amount to Social Security policyholders who were affected by the coronavirus pandemic. This is because the thirteenth salary, which is normally paid at the end of the year, was brought forward to the first semester to help these beneficiaries during the crisis.
In this way, the payment of the 13th salary of retirees and pensioners was made in two stages, the first installment was paid between April 24 and May 8, and the second, from May 25 to June 5.
With the advance, many beneficiaries will run out of resources at the end of the year, as well as in early 2021, when they will have extra expenses such as IPTU and IPVA, for example. Hence the need for 14th emergency salary to financially support this part of the population.
However, with the end of the year approaching, and because there is no forecast yet on when the bill to implement the 14th INSS salary will be voted on in 2020, it is not yet known whether the benefit will actually be released. Even so, the possibility still exists, although it is not possible to anticipate when it will occur.
INSS 14th salary
The bill that proposes the creation of the 14th emergency salary for INSS policyholders arose from a Legislative Suggestion (SUG), by lawyer Sandro Gonçalves. The idea is that the extra payment goes to retirees and pensioners who are part of the risk group.
As a justification, the author states that with the advance of the 13th, many beneficiaries will be left defenseless at the end of the year. In addition, the text argues that the benefit would help warm the economy early next year.
According to Senator Paulo Paim (PT-RS), who is the rapporteur for the bill, the bill has broad popular support. He also believes that the text is likely to be approved. However, as of yet, there is still no prediction of when the proposal will be voted on in the Senate.
