Institute denies competence to carry out lip reading report used by Flamengo

Not to mention Flamengo, Gerson, Ramírez or Bruno Henrique, the National Institute of Education for the Deaf (Inés) spoke on Thursday about the discussions that took place in the match between Flamengo and Bahia. The match ended with an accusation of racial injury against Ramírez and also images of a confrontation between him and forward Bruno Henrique.

The general direction of the institute cited, through an official note, reports that addressed “an alleged participation of Inés in the preparation of a technical report in which the content of the speech of a footballer belonging to a certain sports association would be tested.” It is alleged, on the part of Flamengo, that people linked to the body attested to Ramírez’s alleged racist manifestation.

Inés, however, affirms that the two professionals, “although they belong to the staff of the institution, in which they hold the position of Translator and Interpreter of the Brazilian Sign Language, did not represent Inés, but in a particular way” .

In the note signed by the chief of staff, professor Dr. Ana Regina Campello, the institute also assures that “it does not have the competence to express itself on issues that require ‘lip reading’ skills” and that “as a federal institution of linked education for the Ministry of Education, it does not have regulatory authorization to provide services for the benefit of private interests to natural or legal persons ”.

Flamengo said that he sent this report to which Inés refers to the Superior Court of Sports Justice. The attempt is to add ingredients to the investigation requested by the Prosecutor’s Office that will investigate Gerson’s complaint against Ramírez and sneaks into the confrontation between the Colombian and Bruno Henrique.

In an initial version, the Flamengo report indicates that Ramírez said “his black” to the Fla forward, minutes after the question involving Gerson. Bruno Henrique admits that he did not hear that. Bahía has another report and, in addition to mentioning that the Fla attacker called Ramírez “gringo de m …”, he points out that the phrase the Colombian uttered was: “It’s okay.”

This Thursday Bahia warned that he will reinstate Ramírez. Regarding the “gringo de m …” said by Bruno Henrique, the club considers that “it will be the athlete Ramírez who decides whether to report the issue or not.”

CLARIFICATION NOTE

The General Directorate of the National Institute of Education for the Deaf (INES) publishes the necessary clarifications about the information that is transmitted in some media, from different media, and that involves this Institute. On the occasion, several reports were released that report an alleged participation of INES in the preparation of a technical report in which the content of the speech of a footballer belonging to a specific sports association would be tested. Regarding the situation, INES has the following to clarify:

a) Of the three professionals responsible for preparing the technical opinion, two of them, although belonging to the staff of the institution, in which they hold the position of Translator and Interpreter of the Brazilian Sign Language, did not do so on behalf of INES , but in some special way;

b) INES, despite the possible experience that some of its servers may have, does not have the competence to express itself on topics that require “lip reading” skills;

c) INES, as a federal educational institution linked to the Ministry of Education, does not have regulatory authorization to provide services for the benefit of private interests to individuals or companies, and its human and material resources are entirely dedicated to the implementation of public policies that are attributed to it legally and by regulation.

In any case, considering that the issue raised by facts that allegedly would have characterized the crime of racial insult, we take advantage, once again, of the opportunity to express our unconditional support for the dissemination of anti-racist policies.
