Despite the economic crisis caused by Covid-19, the possibility of early payment of aid for temporary disability (ex sickness benefit), has not been extended by the National Institute of Social Security (INSS).
Until November 30, INSS policyholders who were in the benefit queue were entitled to a minimum wage (R $ 1,045) per month. To guarantee its reception, it was only necessary to present a certificate, and no medical expertise was required.
According to the Secretary of Labor and Social Welfare of the Ministry of Economy, the measure was taken before the end of the state of public calamity in December. “There will be no extension of the anticipation of the temporary disability benefit,” declared the Secretariat.
Investigation procedures
However, the National Association of Medical Experts (ANMP) stated in a note that the INSS decided not to extend the anticipation of the benefit “because it is under the lens of control bodies”, such as the Federal Court of Accounts (TCU) and the Ministry Federal Public Ministry (MPF).
The agencies have opened investigation procedures to investigate the signs of fraud indicated by the ANMP. The irregularities would have occurred after the publication of Joint Ordinance No. 62, which allowed the citizen to request the advance of the benefit through the certificate.
According to the association, when his application for invalidity benefit was rejected by face-to-face expertise, the citizen “began to use the same certificate to request the advance payment of the benefit and, with this, evade the medical expert system.”
3.5 million attestations
According to data published by the ANMP, between March 19 and September 19 (period in which the INSS reopened with about 20% of its capacity), 3.5 million certificates were analyzed remotely. Of this total, the benefit advance was awarded to approximately 60%.
The other 40% were rejected for various reasons. Among them, the absence of criteria of grace or affiliation to the General Social Security System (RGPS) and the indications of non-conformities stand out.
How to schedule service
With the announcement of the end of the anticipation of the benefit for sickness without experience, the insured of the INSS who become ill after this month must request assistance through Central 135 or Meu INSS, in addition to scheduling a medical examination. To receive the benefit, the worker’s disability must be confirmed by the expert.
