The Minister of the Civil House, Walter Braga Netto, said on Tuesday (12) in testimony that President Jair Bolsonaro did not mention the change of command of the Superintendency of the Federal Police in Rio de Janeiro when he said, at a ministerial meeting held on April 22, who intended to change security in Rio. According to Braga Netto, the president spoke about his family’s personal safety.

The minister’s statement supported what the president himself had said earlier, when he stated that his concern was the safety of the family and not the investigations. The statement does not make sense, since family security is the responsibility of the Institutional Security Office, and not of the Ministry of Justice or the FP.

The video of the meeting is one of the evidences of the investigation opened in the Supreme Federal Court (STF) to investigate the allegations that Bolsonaro tried to interfere politically in the PF carried out by former Minister of Justice and Public Security Sergio Moro. One of Moro’s alleged reasons for leaving the government was the exoneration of former PF CEO Mauricio Valeixo, his henchman.

The recording of the ministerial meeting on April 22 was shown on Tuesday (12) in Brasilia, in a reserved manner, as determined by STF Minister Celso de Mello, responsible for the investigation.

In the testimony of this Tuesday, which took place at the Planalto Palace, Braga Netto stated that Bolsonaro did not show dissatisfaction with Maurício Valeixo as head of the PF. He said he did not yet know the reason why the president wanted to appoint delegate Alexandre Ramage to command the corporation.

Ramage is the current general director of the Brazilian Intelligence Agency (Abin) and a friend of the Bolsonaro family. He was even appointed director general of the FP by Bolsonaro to replace Valeixo; however, the appointment was suspended by STF Minister Alexandre de Moraes.

Braga Netto also said that, the day before Valeixo’s resignation request, he spoke to the former Justice Minister after a meeting to discuss issues related to Covid-19. According to the Minister of the Civil House, the ministers Augusto Heleno (Office of Institutional Security) and Luiz Eduardo Ramos (Government Secretariat) were also present at the meeting.

Braga Netto stated that, on that occasion, Moro revealed to those present that Bolsonaro continued with the idea of an exchange in the general direction of the FP: the then Minister of Justice would have said that he did not agree with the interference of the president specifically in this replacement and he had a biography to keep. The Civil House Minister said he then tried to calm Moro after he threatened to resign.

Still, according to Braga Netto, there was no commitment on his part, Heleno and Ramos to try to demote Bolsonaro. He also said that he did not undertake the search for a middle name solution to take over the general management of the FP.

Augusto Heleno and Luiz Eduardo Ramos also gave testimony this Tuesday. Heleno said it is “natural” that the president wants a “close” person in charge of the corporation.

In his testimony, Braga Netto stated that he had already heard the president demonstrate dissatisfaction with the intelligence, but not with elements of the judicial police. According to the Minister of the Civil House, the investigations that bothered Bolsonaro were related to the case of the doorman of the Vivendas da Barra condominium in Rio, where the president has a home.

As reported in the Jornal Nacional on October 29, 2019, one of the porters of the condominium told police that, hours before the murder of Councilwoman Marielle Franco and driver Anderson Gomes, on March 14, 2018, one of the accused of crime entered the scene and said he would go to the house of the then deputy Jair Bolsonaro. The doorman then returned and said he was wrong in saying that he had spoken to “Seu Jair” to clean up the entrance.
