SÃO PAULO – The Legislative Assembly of Santa Catarina (Alesc) will vote today on the admissibility of the accusation process against Governor Carlos Moisés (PSL). Last Tuesday, the deputies approved the opinion of Luis Fernando Vampiro (MDB) in the Special Commission for the loss of the mandate of both Moisés and his deputy, Daniela Reinehr (without party). The two will be tried for the crime of responsibility for the increase in salary granted to state prosecutors in 2019. Although it is not related to the request analyzed in Alesc, investigations for fraud in emergency purchases in the Covid-19 pandemic also weigh against Moses, in addition to the lack of dialogue with state deputies.

Elections: In at least six capitals, the support of the governors investigated will hamper the plans listed to run for city councils.

To get rid of the accusation, Moisés will need the vote of 14 of the 40 state deputies. The governor’s interlocutors estimate they have 16 of them, but his allies in the Assembly do not see more than ten votes in support of the president. If the Assembly decides to leave on Thursday, Moses and his deputy should immediately resign from their position, assuming the position of president of Alesc. If the process is only defined as of January 1 of next year (already in the second half of the period), the new governor will be elected by indirect election, with a vote of deputies.

Broken with his own supporters, Carlos Moisés must have only two of the six votes for his party, the PSL. One of the largest banks, the PT, with its four deputies, is divided on the issue. The group will meet this morning to decide whether to close the impeachment issue. The main ally of Moisés in the Chamber is Paulinha (PDT), leader of the Alesc government.

Breaking off: After remaining in the PSL, the SC governor was accused of ‘betraying’ Bolsonarism

While supporting the governor’s accusation, Bolsonaro’s allies are trying to free vice from the same process, in a movement led by federal deputies such as Caroline de Toni (PSL-SC), Carla Zambelli (PSL-SP) and Eduardo Bolsonaro (PSL-SP ), as well as attorney Karina Kufa, who is in charge of Daniela’s legal strategy.

If approved, the impeachment process will be referred to a mixed committee of judges and deputies, who can remove him from office until the final decision. The rite, which was defined by the Federal Supreme Court (STF), is being challenged by the defense of Moisés in the Court itself.

This week, Julio García anticipated the session that will vote on the opening of the impeachment, initially scheduled for September 22. The allies of Moisés criticized the measurement, that, according to them, would have been made to save the president of Alesc from the consequences that his denunciation could have in the courts, thus weakening his articulation by the overthrow of Moisés.

García is also criticized for having initiated the prosecution process that affects both Moisés and his vice. Other actions on his desk were directed solely at the governor. Should the duo be ousted, the Alesc president takes office.

Carlos Moisés’ lawyers, however, work with the hypothesis that the investigations will advance against Julio García, preventing him from assuming the state government. In this case, the third in the line of succession holds the presidency of the governor, the president of the Court of Justice of Santa Catarina, Ricardo José Roesler.
