The term is strong. Curfew it assumes that, after a certain time, no one can be idle on the streets. It makes sense that this kind of measure They appear at the moment when a pandemic is advancing strongly in the health system.

Countries like Italy, France and Belgium have adopted a curfew in recent weeks, with more restrictive hours than Santa Catarina. Next door, in the state of Paraná, the measure is also in force. The objective is to focus on the youngest, the group in which the contamination by the new coronavirus has grown the most.

The point is that, in Brazil, there are restrictions on the formal enactment of a ‘curfew’. Officially, according to Brazilian law, this type of measure can only be enacted in the event of war or a state of siege.

Therefore, the term did not appear in the decree issued by the Government of Santa Catarina to restrict circulation at dawn. This did not prevent it from being used informally, especially since calling the decision a ‘curfew’ increases the weight of the measure and is easily understandable to the population.
But, in the face of the criticism, the State issued a note this morning explaining the decree. He says that there was a misinterpretation and clarifies that it is a restriction measure, not a driving ban. And more: that the action has an educational character, of awareness.
The explanation is timely and indicates that the government has not backed down, although it appears. He simply admitted that, together with the municipalities, he established rules that do not foresee any type of sanction. Which sounds like a measure ‘for English to see’.
Those who follow the rules for nine long months feel betrayed and alone. Given this, the problem with this type of decree is not only the risk that it is harmless, but also further erodes the trust that the citizen has placed in the authorities. And end up as an unfortunate shot in the foot.
