The federal government presented details of the administrative reform, which alters the civil service rules. The Proposal for Amendment to the Constitution (PEC), which proposes the end of the immediate stability of public servants, for example, was delivered to the National Congress this Thursday morning 3.
“This is a historic moment. The last time a structural management change was proposed in Brazil was in 1998. The text foresees several changes: end of automatic progression; reduction of hours and work; vacation ban for more than 30 days a year; the server crashed; single legal regime; among others. The proposal has yet to be approved by deputies and senators for it to take effect.

The administrative reform aims to modernize the organization of the public administration to reduce personal expenses. According to the deputy special undersecretary of the Ministry of Economy, Gleisson Rubin, the PEC covers the three branches of the Union, states and municipalities. See the main changes proposed for public officials:
- End of automatic progression: Currently, civil servants are entitled to a seniority promotion. With PEC, promotions become merits;
- Reduction of working hours and salary: PEC prohibits the reduction of hours without proportional reduction of salary. Except for typical state races;
- Vacation time: New servers may not take more than 30 days of vacation and will not be entitled to a premium license;
- New stability rules: Future servers that are not of the so-called typical careers of the state will be hired without stability. Tax auditors, diplomats and Federal Police delegates, for example, will only have a three-year employment guarantee;
- Contract possibilities: The reform proposes the end of the single legal regime and establishes new forms of hiring: typical state positions (stability), fixed-term employment (temporary), permanent employment (without stability), experience, and leadership and advisory positions. (positions of trust);
- To turn off: Servers can be fired for poor performance;
- More power for the president of the republic: The executive director can reorganize public administration and transform public offices.
