Candidate approved in a public competition by the Federal Police is accused of alleged fraud in the racial quota system of the selection. The competition took place in 2018 and was held by the Center for Selection and Promotion of Events (Cebraspe), linked to the University of Brasilia (UnB).

Several photos of Glaucielle da Silva Dias invaded the networks. Netizens questioned whether she is, in fact, black. Glaucielle published a video refuting the accusations and claiming that he did not commit fraud in the selection.

“My mother is black. My grandmother is black. I didn’t do anything wrong, ”he said. She says she asked for an exemption from the PF to take over personal projects. “I am a black woman. And I am very proud to be,” she declared.

The board that organized the contest in which Glaucielle was approved published a note on the case. “Cebraspe is responsible for observing the legality of the procedures related to the public tender and guaranteeing the information and documentation necessary for the eventual investigation of a crime,” he emphasized.

According to the entity, if fraud is suspected, it is up to the institution to forward the documentation of the case to the police. “Cebraspe also reinforces that it repudiates the fraud attempts that tarnish the quota system for blacks,” he concluded.

“Cebraspe informs that all the candidates of the contest by the Federal Police (PF) who attended the places reserved for blacks, who made the self-declaration at the time of registration and who approved the tests, underwent the procedure of complementary heteroidentification to self-declaration. This procedure basically consists of analyzing the phenotype of the candidate: the board evaluates if the candidate has physical characteristics of a black person, checking the texture of the hair, the color of the skin, among others. This procedure is carried out by a board of directors made up of five members, all with experience in public policies to combat racism. In order to guarantee the fluidity of the process and avoid fraud, the notices have a rule that offers the possibility of eliminating the candidate when it is found that the self-declaration made at the time of registration is false.

Even in the aforementioned case, Cebraspe is responsible for observing the legality of the procedures related to public bidding and guaranteeing the information and documents necessary for the eventual investigation of a crime. If there is a suspicion or complaint that fraud has occurred, it is up to this Center to send all the information necessary for the investigation to the Police, who will proceed with the investigations.

Cebraspe also reinforces that it repudiates the fraud attempts that tarnish the quota system for blacks.
