According to interlocutors, Bolsonaro wants the two, who have been placing themselves on opposite sides of the government, to initiate a truce.
While Marinho is pushing for higher spending, which could bring the spending ceiling, the rule that limits public spending growth to last year’s inflation, under control, Guedes is against it.
The straw that broke the camel’s back was Marinho’s participation in a closed-door meeting with analysts at a brokerage in São Paulo on Friday.

At the event, Marinho reportedly said that Renda Cidadã, a replacement program for Bolsa Família, will come out “in the best way or in the worst way.”
The comment attributed to the minister gave rise to interpretations that the ceiling could be relaxed, since there are no resources in the Budget to create the new social program. The minister also reportedly spoke ill of his colleague’s actions, which angered Guedes.
Faced with the repercussions, Marinho’s staff issued a note that contradicted the content of the conversations. Asked about the matter, Guedes first said that he did not believe that Marinho had made the comment. He then added that if he had actually spoken, it was “disloyal” and “a hole in the ceiling.”

Bolsonaro called Marinho and asked him not to retaliate so as not to add fuel to the fire. According to members of the government, Bolsonaro puts on warm cloths because he does not want to resign from either of them, Guedes in charge of economic policy and Marinho, to win the elections in the Northeast, a stronghold of the PT.
