The Minister of Economy, Paulo Guedes, defended this Tuesday (8) the flexibility of the labor legislation to serve the vulnerable population identified during the pandemic. He says that the initiative, called by the government of the Green and Yellow Portfolio, needs consensus.
“Are we going to continue ignoring this legion of Brazilians or do we have to recognize them in some form of legislation?” He affirmed at an event held by the IEJA (Institute of Applied Legal Studies).
“We have to recognize the right to existence of these Brazilians. They did not manage to survive with the existing legislative framework. They were excluded, so we are not going to take away the right of anyone. How do we take care of them? Don’t we need an extraordinary regime?” Guedes said in reference to the Green and Yellow Wallet.
According to the minister, this will never be done without other Powers feeling and analyzing the proposal together. The president of the STF (Federal Supreme Court), Luiz Fux, was on stage and listened to the speech.
Guedes also spoke about the growth of amounts paid by the government in a precautionary manner (government debts recognized by the courts). According to him, Brazil was being destroyed by what he called a predatory industry.
“Someone is screwing up somewhere. Someone is doing something wrong and creating this explosive risk, ”said Guedes.
The head of the economic team also defended prudence in the decisions made by the Judiciary that involve resources to be paid by the Union. “Look closely, look closely,” he said.
“If it’s to pay, we will. But observe if the legal dimension is not being played against the country, ”said Guedes, who said he believed in cooperation between the powers of the State.
Before Guedes, Fux had delivered a speech in which he highlighted decisions made by the Judiciary during the pandemic, such as the relaxation of labor agreements, and argued that the moment is one of consensus.
Guedes did not comment on the proposal to relax the spending ceiling that circulated this Monday (7) in Congress.
Previously, the government leader in Congress, Eduardo Gomes (MDB-TO), stated that “today” the decision is not to change the ceiling. He says that the person responsible for the final text, Senator Marcio Bittar (MDB-AC), is discussing the format with his colleagues.
“It is being discussed [o relatório final], the rapporteur is Senator Marcio Bittar. I think he started to distribute texts to the leaders, making an advance discussion of some points. He is reviewing the text and should definitely present it this week, so that next week it begins to be appreciated by the Senate, “said Gomes.
Gomes reiterated the speech of the economic team, that there will be no change in the ceiling. “There is no relaxation of the ceiling. This is an issue that will not be discussed, it will not be changed next year, ”he said.
Soon after, however, he said the decision against easing could change. “There will be, under no circumstances, any analysis in Congress on the easing of the ceiling. That is today’s decision. It may change tomorrow, but today it is like this, ”he said.
According to him, the government will seek roof space through renovations. And he cited fiscal, administrative and other projects. He says that between now and the end of the year, Congress will make a concerted effort to vote on issues like presidential vetoes and the PLDO (Bill of Budget Guidelines).
