Governor João Doria presented on Thursday (9) the Simi-SP (Intelligent Monitoring System of São Paulo) to prevent and combat the coronavirus. The partnership with phone operators Vivo, Claro, Oi and TIM uses digital data to measure quarantine compliance statewide, and also sends alert messages to regions with a higher incidence of COVID-19.

“With 100% of cell phone users in São Paulo, we can identify the places where people will be and where there is concentration to analyze the percentage of isolation and also orientation and warning actions, if necessary,” said the governor. Doria also thanked the instructions of the four operators for the association without charge to the State.

With Simi-SP, the Government of São Paulo can consult geo-referenced information on urban mobility in real time in the cities of São Paulo. To guarantee the privacy of each citizen, monitoring is carried out based on the collective data collected in groups of 30,000 people.

The crossing of data from operators and registries of health services allows the Government of São Paulo to send text messages to the population. The alerts inform if the person is in a region with high rates of COVID-19 cases, for example, Greater São Paulo, and a link with information on the importance of hygiene and quarantine measures.

Simi-SP also identifies places with a higher concentration of people at strategic points in the cities. The analysis of social isolation is mapped in municipalities with more than 30 thousand inhabitants and also in the neighborhoods of the most populated cities through a population displacement index.

Monitoring is carried out in a digital mapping office established in Palácio dos Bandeirantes. The information will be presented in a “heat map” model that indicates more or less population concentration by location and also in different periods.

The digital strategic analysis indicates the displacement trends and indicates the effectiveness of the quarantine in force since March 24. The adhesion considered ideal for controlling the spread of COVID-19 is greater than 70%. Last Wednesday (8), the state index was only 49%, while in the capital the rate only reached 51%.

“Our rates are well below the averages of the countries that applied quarantine, all reach between 70% and 80% at some point, and we never exceed 60%,” said Secretary of Economic Development, Patricia Ellen.

Isolation data in all regions of São Paulo will be published in a daily bulletin. The report will identify the cities and regions with more or less adherence to quarantine and reinforcement in awareness campaigns. “It is not time to relax, it is time to save lives. Don’t leave home, “concluded the governor.
