The regions of Bagé and Pelotas, which represent 28 municipalities, will hold the black flag in the 32nd round of Controlled Distancing, the Rio Grande do Sul government announced Monday afternoon. The Crisis Office rejected all requests for reconsideration carried out by regional associations and municipalities mainly due to the constant reduction of free beds in ICUs. In the case of Pelotas, the request had been sent by the regional association, while in Bagé it was sent by the municipality.

According to the classification, the black flag is the maximum restriction foreseen by the management model, since both the hospital capacity and the contagion of the disease have reached critical levels in these two areas, so that both have a very high epidemiological risk for the contagion of the new coronavirus. . The rest of Rio Grande do Sul has 18 red flags: Porto Alegre, Guaíba, Cachoeira do Sul, Canoas, Capão da Canoa, Caxias do Sul, Erechim, Ijuí, Lajeado, Novo Hamburgo, Palmeira das Missões, Passo Fundo, Santa Cruz do Sul, Santa María, Santa Rosa, Santo Ângelo, Taquara and Uruguaiana – and one in orange, which is the Cruz Alta region.
The rules of the 32nd round of Controlled Distance will come into effect at midnight on Tuesday and will continue to apply until next Monday, December 21.

The return of regional co-management
After the suspension provided for in decree 55,609, starting at midnight on Tuesday 15, the co-management system will be applied again, in which regional associations can adopt their own protocols, the government announced on Monday. However, new rules will be announced in a new decree, which should be published in the next few hours. Only the regions of Bagé, Guaíba and Uruguaiana did not adhere to the co-management.

In round 32, 456 municipalities are classified in red, which corresponds to 89.3% of the population of Rio Grande do Sul. Of these, 162 municipalities can adopt orange flag protocols, because they meet the criteria of Standard 0- 0, that is, they have no record of death or hospitalization of residents in the last 14 days, as long as the city creates a local regulation.
Of the 28 municipalities (1.05 million inhabitants) located in the black flag region, only eight had no deaths or hospitalizations in the last 14 days.
The new decree will also allow black flag municipalities that fall under Rule 0-0 to adopt red flag protocols. Previously, the prerogative was only allowed to red flag municipalities to adopt orange flag rules.
