For the first time, all of Rio Grande do Sul was classified as a black flag and, as of this Saturday (February 27), the 21 Covid regions must obey the protocols determined by the State, since regional co-management was Suspended at least until March 7 due to the worsening of the pandemic.
Based on demands from sectors and entities, the government announced some adjustments to the black flag protocols. The new decree must be published this Friday (2/26), with the flags and measures of this Saturday in force until the following Sunday (7/3).
WHAT CHANGES
Non-essential trade
Based on the decree, non-essential retail and wholesale trade allows tele-delivery and tele-service, with the presence of a worker, wearing a mask, for every 8m² of circulation area. Attendance at the door is prohibited.
Essential commerce can operate with public service until 8 pm, when it must close to comply with the general and temporary suspension of activities, which runs until at least 5 am on March 2.
Beaches
Staying on the sandy strip of the beaches is still prohibited under the black flag, as a way to avoid overcrowding. It is allowed to circulate (to practice exercises, for example), as long as the minimum interpersonal distance of 1 meter and the mandatory and correct use of a mask are taken into account. The same happens with streets, sidewalks, squares, sea, lagoon, river and the like.
The decree published this Friday (2/26) makes clear the permission to bathe in the sea (without prolonged stay) and the practice of individual water sports.
Civil construction
Construction sites for buildings, infrastructure and construction services can operate with 75% of the workers. In the previous decree, the works could only occur when they were related to the pandemic (for example, expansion of hospital wings). Therefore, the restriction is equal to the level of the red flag.
The same goes for private apartment or house renovations. Maintenance and repair services (eg elevator repair) are also allowed.
Building materials stores are considered an essential service and can operate until 8 pm, with face-to-face delivery or tele-delivery, pay and light service, and drive-thru. After 8 p.m., only by tele-delivery, while the general activity decree is in force.
Sports competitions
Professional football matches can only be held after 20:00. As defined above, the presence of an audience is not allowed.
Other sports competitions must be evaluated and previously authorized by the Crisis Office for their realization.
Domestic services
The new decree now allows janitors, cooks, drivers, babysitters, gardeners and the like to work, which was previously prohibited under the black flag.
From now on, providers of this type of domestic service will be able to act, as long as the limit of up to 50% of the workers is respected (always when at least four employees are exceeded), in addition to the mandatory use of the mask. by the employee (s) and employer (s) during the provision of the service, for the protection of both, in addition to the necessary cross air circulation (open windows).
Masses and services
Religious temples may operate with a limit of up to 10% of the occupancy ceiling or a maximum of 30 people.
Until then, in the black flag, masses and religious services could not be attended by the public and could only house 25% of the workers to capture audio and video of the celebrations.
