He took office as a federal deputy for the first time in 1983. Even as a deputy, he assured the opportunity to participate in the National Constituent Assembly, which drafted the Brazilian Constitution of 1988.
Marcos Lima was successively reelected, holding the position of federal deputy until 2003. He participated in important decisions of the Federal Chamber, such as the indirect vote that elected Tancredo Neves president of Brazil in 1985; He was also in favor of the impeachment of former President Fernando Collor in 1992.
