The special secretary of Social Security and Labor, Bruno Bianco, was confident with the return to work of the medical experts of the INSS (National Institute of Social Security) and said today that the agencies that have the service will do it again in person from next Monday (21).

The agendas will be open and we will carry out expert reports. I can tell you: some medical experts are already doing it. I have seen that there are reports in Rio de Janeiro, in São Paulo, that they are doing forensic analysis, “he added.
He also said that people who had hours scheduled for this week, but found agencies closed or expert service suspended, will not be harmed. According to the secretary, the government has already taken “all actions” for the experts to return to face-to-face work next week.
“I cannot predict whether or not there will be a strike movement, but I don’t think it will happen. I respect that race very much and am calm about coming back. If not, they [segurados] will have this anticipation available, they will not return to the end of the queue, the rescheduling will be done automatically. I am working so that there is no harm to the population ”, he added.
Deadlock or “politics”?
The reopening of the INSS agencies sparked a war between government agencies and federal medical experts, harming about 1 million Brazilians who hope to receive their benefit. The ANPM (National Association of Federal Medical Experts) is reluctant to resume face-to-face work due to lack of sanitary conditions against the coronavirus, which the government denies.
Asked about the conflict, Bruno Bianco said that he does not see an impasse, but “a political agenda” for the association. “I see that we have more than 3,500 servers ready to return and that they will return. So it was not something rushed, it was not something that was done overnight and it was not something that was done without the most absolute dialogue. All the steps they were carried out in the category ”, he defended himself.
The secretary also asked for solidarity, collaboration and “good will” to the employees. “Why can’t the experts go to their workplaces and inspect their respective offices? Why don’t the associations, which claim to be at an impasse, don’t get up from their chairs and go to do the inspections themselves?” I ask.
Defenseless population
INSS agencies have not received in-person assistance since the start of the pandemic. Although the government has allowed the advance granting of benefits, such as the sickness benefit and the BPC (Continuous Payment Benefit), only with the presentation of certificates or other documents, many Brazilians have not been successful in this easy access .
About 600,000 were unable to prepay sickness benefits because they have recently been taxpayers (and would need experience to overcome the shortage) or because of certificate problems. Another 500,000 BPC applications for disabilities depend on experience; only a third of this contingent was able to access resources in advance.
The government says it has complied with all the protocols for the return of doctors, after three months of work and even consultations with social security agencies in other countries. Individual and collective protection equipment was purchased for the service.
Between 500 and 600 branches are out of the reopening plan because most of the employees are part of the group at risk of contracting the disease and will remain at home. But ANPM assesses that the requirements have not been met.
