Florianópolis: Pedrão fails to build popular houses

The candidate for mayor of Florianópolis Pedrão (PL) occupies the third place in the voting intention survey published by Ibope on October 5, 2020. In his campaign he has made statements on housing policy, sanitation and other issues. Lupa analyzed some of his statements. Checking is part of the project Digital Democracy, in which journalists from all Brazilian capitals review the speeches of the four best-positioned candidates at the polls in 2020.

Gean Loureiro (DEM) and Angela Amin (PP), second and first in voting intentions in the same poll, also had their statements analyzed, and the results of these verifications will be published on November 6 and 10. Professor Elson (PSOL), fourth in the race, reviewed the lines and posted them on November 2.

According to the city of Florianópolis, in April 2018, the first housing project of social interest in the Minha Casa Minha Vida program, which included 78 families. Although the program belongs to the federal government, the municipalities participate. In this case, the city of Florianópolis was responsible for the project, registration and selection of the beneficiary families.

Wanted, the candidate’s advice highlighted the lack of transparency in the data and actions of the City Council, which is ranked 23rd in the ranking of the 26 capitals evaluated by Transparent scale of Brazil.

Pedrão refers to supplementary invoice 1504/2015, of the then mayor Cesar Souza Júnior. The project aimed to create tax incentives aimed at attracting startups and other creative economy initiatives to the Historic Center of Florianópolis. On May 8, 2019, then-Councilor Pedrão included 14 amendments to the project (pages 57 to 61), which offered, among others, the IPTU exemption to entrepreneurs and expanded the economic activities that could benefit from tax incentives.

In Florianópolis, activities related to basic sanitation and water supply are under the operational responsibility of the Companhia de Águas e Saneamento de Santa Catarina (Casan), created July 2, 1971 and that has concession contract until 2032.
