The interference of the Executive in the fight against corruption and in state agencies complicates the situation of Brazil in the Organization for Economic Cooperation and Development (OECD). Since 2019, the organization has been criticizing the government’s behavior in its commitments to guarantee the independence of justice in the fight against corruption. The OECD has become the main foreign policy objective of the government, since it would represent a kind of seal of the project of opening the economy and a sign of confidence to foreign investors for being part of the “group of developed countries”.
Now, the revelation of an alleged participation of the Brazilian Intelligence Agency (Abin) in the defense of Senator Flávio Bolsonaro (Republicans-RJ) should raise doubts about the government and will require a greater effort from the institutions to demonstrate on the international stage that they are acting without interference from the senator’s father.
The case is not good news for Brazil in its plans abroad and has attracted the attention of foreign diplomats who circulate around the organization’s headquarters in Paris.
At the beginning of the year, the column published exclusiveness a draft of the OECD report on Brazil and revealed a real concern about the interference of President Jair Bolsonaro in the institutions that must maintain autonomy to fight corruption.
The final text of the report will be published on Wednesday and, over the months, the government has presented information in the hope of reversing some of the most delicate points.
In the draft, it was clear that the entity warned that “increasing the efficiency of public spending will not be possible without major improvements in the fight against corruption and economic crime.”
But the institution’s warning is clear. “Recently, the de facto autonomy of all these bodies [Polícia Federal, a unidade de inteligência financeira, o Ministério Público] it has been called into question for unusual presidential interference in the selection process for key positions, “he said.
The situation in Brazil is examined by international entities
Last month, Transparency International also denounced the OECD anti-bribery group and the Financial Action Task Force against Money Laundering and Terrorism Financing (FATF) the setbacks in the fight against corruption in Brazil. “Contrary to what President Jair Bolsonaro said, corruption has not ended in his government,” the entity said.
Last week, Época magazine revealed that Abin sent, in writing, to Flávio’s defense, guidelines to try to clear it up in the case of “crackers.” The congressman was denounced for embezzlement, criminal organization and money laundering.
The GSI (Office of Institutional Security) denied that Abin was used. In a note released, the GSI indicates that the “accusations lack veracity, use false narratives and address alleged documents, which were not produced by the Brazilian Intelligence Agency.” The cabinet continues to accuse the report of attempting to “smear the GSI, by That and its servers “.
Despite this, the Office of the Attorney General of the Republic (PGR) announced that it will investigate information on possible interference in the investigations. A few months ago, the magazine had reported on a meeting between President Bolsonaro, the head of the GSI, Minister Augusto Heleno, the director of That, Alexandre Ramagem and Flávio’s lawyers. The GSI also denies the existence of such a meeting.
