BRASILIA – President Jair Bolsonaro confirmed this Monday Federal Deputy Flávia Arruda (PL-DF) as the new Chief Minister of the Government Secretariat. The appointment of the parliamentarian will sacrament the entrance of the Centrão into the Planalto Palace. The deputy is married to the former governor of the Federal District José Roberto Arruda, who was ineligible in the last elections after being convicted and detained for participating in a corruption scheme.
Under pressure, Bolsonaro today carried out his first ministerial reform after more than two years in office. In addition to Flávia Arruda in the Government Secretariat, there were also changes in the Civil House, Foreign Relations, Defense, Justice and the General Lawyers Office of the Union (AGU).

Flávia will be in charge of the political articulation of the government in the place of Minister Luiz Eduardo Ramos, who will replace Walter Braga Netto in charge of the Civil House. Braga Netto, in turn, will assume the Defense Ministry, replacing Minister Fernando Azevedo e Silva, who was dismissed this afternoon by Jair Bolsonaro.
The PL was not satisfied with Ramos’ articulation when approving the 2021 Budget and threatened to obstruct the vote. Behind the scenes, party leaders accused the Government Secretariat of privileging senators in the distribution of amendments.
Bolsonaro’s ally, Valdemar Costa Neto, also expressed his discontent to the interlocutors after the Republicans appointed the Minister of Citizenship, João Roma. Due to the size of the bank, the party felt neglected in the distribution of ministries.
Changes
With the new reform, the head of the Federal Police, Anderson Gustavo Torres, takes over the Ministry of Justice and Public Security. Before that, he was in the Federal District Public Security Secretariat. Thus, André Mendonça returns to the Office of the Attorney General of the Nation (AGU), a position he held until April of last year. Mendonça will replace José Levi, who was also fired this afternoon.
