Federal universities must return to face-to-face classes on January 4

The Official Gazette of the Union this Tuesday (02/12) brings the determination that federal public universities must return to face-to-face classes as of January 4, 2021. Activities were suspended due to the new coronavirus pandemic. The decision also applies to the University of Brasilia (UnB).

Ordinance No. 1,030, of December 1, signed by the Minister of Education, Milton Ribeiro, establishes that “the teaching activities carried out by a higher education institution that is part of the federal educational system (…) must be carried out in person, in compliance with the Biosafety Protocol instituted in Portaria MEC No. 572, from July 1, 2020, from January 4, 2021 ″.

Furthermore, the normative text makes it clear that “digital educational resources, information and communication technologies or other conventional means must be used in a complementary way, in an exceptional way”, to complete the workload of pedagogical activities.

The institutions themselves must define the curricular components that will use these digital resources, as well as equip students with equipment to accompany the classes and carry out evaluations.

According to the document, online classes for professional or laboratory practices should be an exception and “form part of specific work plans, approved at the institutional level by the collegiate courses and attached to the course’s pedagogical project.” And for the medical degree, in the specific case, only these exceptions of digital resources should be applied in the theoretical-cognitive disciplines from the first to the fourth year of the course.

The text also repeals Ordinance MEC No. 544, of June 16, 2020. The previous document authorized, “exceptionally”, the substitution of classroom subjects for online classes.
