Given the difficulty of the government in relation to the financing of the Citizen Income and until now emergency aid has not been extended, the congressmen have supported the extension for another three months of the decree of public calamity. The term ended last Thursday, December 31.
Thus, with the extension, the emergency aid of R $ 300 could also be extended, in addition to granting more time to the government for the creation of the Citizen Income or the expansion of the Bolsa Família.
Even with government resistance, the plan has been strengthened among congressmen. At the beginning of the pandemic, the Minister of Economy, Paulo Guedes, defended aid in the amount of R $ 200, however, Congress approved five installments in the amount of R $ 600.
The extent of the public calamity had already been mentioned in the debate of the joint commission that analyzes the expenses with the fight against the coronavirus.
The vice president of the PSD in the Senate, Vanderlan Cardoso (GO), who is also a member of the allied base and the tax reform commission, affirmed his support for the extension. However, the senator points out that the idea is not foreseen by the government.
“I think it will continue for at least another two or three months, at least at the beginning of the year. This pandemic until the end of the year is not going to decrease like this, and the decree is the way, ”said the senator.

A new bill (PL) that proposes the extension of emergency aid and the extension of the state of public calamity until March 31, 2021. The idea is from Senator Alessandro Vieira (Cidadania-SE).
The project was presented this week. According to the senator, there are already conversations with other parliamentarians about the initiative, but there is not yet a forecast for its inclusion in the Chamber’s agenda.
The emergency aid and the state of public calamity are expected to end, together, on December 31, 2020. The bill presented by Senator Vieira proposes that this term be extended until March 2021 due to the economic impacts caused by the pandemic of the new coronavirus. Above all, still, that the pandemic continues and that vaccination will take an indefinite time to conclude.
“The fact is, due to the inertia of the federal government, we simply will not have a national vaccination program before March. It is necessary to build this bridge to maintain the minimum of social stability until then ”, said the senator.
The emergency aid, approved in March in Congress, was initially paid for 3 months in the amount of R $ 600 to the so-called vulnerable. Subsequently, the benefit was extended for another 2 months, with the same value. Finally, in September the benefit was extended in 4 more installments until December 2020.
The Federal Government arrived and stipulated the creation of a new permanent income program, with values higher than those paid by Bolsa Família, but so far it has not been possible to incorporate the issue.
What Bolsonaro says about the extension
This week, President Jair Bolsonaro (without a party) spoke again about the extension and the end of emergency aid. As he did in recent weeks, the president said that the benefit will not be extended until 2021. On a beach in the city of Praia Grande, in São Paulo, he said that the benefit “has reached its limit.”
“They want us to renew (the emergency help), but our debt capacity has reached its limit ”, said the president among the supporters. He cited the gap in the government’s public accounts in that same speech.
“I know that many people charge, want something better and some forget it until we are finishing an atypical year. We were in debt with R $ 700 billion to contain the pandemic, “added Bolsonaro. People at the party posted the video on social media.
This gap of R $ 700 billion leaves, in fact, little margin for the Government to maintain Emergency Aid. So what exists is pressure for the government to propose extending the period of public calamity.
It turns out that it is precisely this period of calamity that allows some government spending to be maintained. But the behind-the-scenes information shows that the government wants this request to come from elsewhere, like Parliament, for example.
