BRASÍLIA E RIO – In his 2010 income tax return, Senator Flávio Bolsonaro (Republicans-RJ) informed the Federal Prosecutor’s Office of making “donations in kind” in the amount of R $ 733 thousand to his mother, Rogéria Nantes Bolsonaro. The amount is equivalent, adjusted for inflation for the period, to R $ 1,229,427.93. Despite the high value, the donation was made in a year in which “01”, as his father called it, President Jair Bolsonaro, declared a 30% reduction in equity and a debt of R $ 285 thousand.
Part of this debt comes from loans obtained with two advisers of Jair Bolsonaro, at that time a federal deputy. Regarding the equity evolution, Flávio had reported that he had assets that totaled R $ 690.9 thousand in 2009, but the value dropped to R $ 485.4 thousand in the following year. He wanted, the senator said, through the defense, to be prevented from commenting on confidential matters about his financial life and denied wrongdoing.

In 2010, Flávio was already a state deputy in the Legislative Assembly of Rio (Alerj). The period is being investigated by the State Prosecutor’s Office on suspicion of the existence of a “crack” scheme (return of wages) in its Alerj office. The transfer made to his mother is more than four times the income that Flávio received from his salary in Alerj that year, declared in the amount of R $ 173 thousand. That same year, he declared that he had sold a set of commercial premises for a nominal value of R $ 854 thousand. These real estate transactions, which also included cash, are being investigated by the Rio de Janeiro MP on suspicion of being a money laundering strategy.

In 2010, Flávio also declared that he received “Patrimonial Transfers – donations and inheritances” for a total of R $ 170 thousand. However, the senator did not explain to the IRS how he obtained this amount. In the previous three years, he did not report any value in this field and he did not have cash.
Between 2008 and 2020, Flávio claimed to have received R $ 250,000 from two advisers who at that time worked in Jair Bolsonaro’s office in the Chamber of Deputies. In amounts updated by the IPCA index, this amount would currently amount to approximately R $ 440 thousand.
The reduction in Flávio’s assets occurred because, in 2010, it sold a set of 12 commercial premises. In the total declared, the rooms reached R $ 2.6 million. Before reselling, Flávio paid only 12% of the financing between 2008 and 2010. The senator sold the rooms and gave the rest of the financing to a company called MCA, obtaining a gross profit of R $ 318 thousand.

Two years later, in November 2012, the senator and his wife bought two apartments in Copacabana and declared that they had paid, by means of two checks, R $ 310 thousand for the properties. The MP found, however, that the seller deposited for himself, in addition to these two checks, a total of R $ 638.4 thousand in cash at the same time.

Prosecutors point to indications that the money allegedly obtained from the repayment of salaries to Flávio’s advisers in Alerj would be used to buy real estate. According to data obtained by the investigators, the senator would have laundered R $ 2.7 million with the purchase of real estate, in his chocolate shop and in the payment of personal expenses. Flávio denies wrongdoing and says he built the farm with legal resources.
The mother bought a property with cash
President Jair Bolsonaro’s first wife, Rogéria, is a candidate for Rio councilor in this year’s elections for Flávio’s Republican party. She was the first person in the family that Jair Bolsonaro inserted into politics, still in the 1992 dispute, three years after she herself passed from active service in the Army to the Rio Legislature.
Elected, she was a Rio councilor for two terms between January 1993 and January 2001, when, already separated from Bolsonaro, she lost her seat in an election in which her son Carlos Bolsonaro was elected for the first time, at age 17. years. After leaving the City Council, Rogéria became an employee in charge of the Rio City Council between 2009 and 2016. She worked in the Civil House for seven years.
In August, O GLOBO stated that it acquired on January 22, 1996 an apartment in the Vila Isabel neighborhood, in the North Zone of Rio, for R $ 95 thousand, equivalent today to R $ 621.5 thousand, updated for inflation. The public deed of the 21st Rio Bond Office indicated that the payment was made in cash and was “received in full” in the act of producing the sale document. At the time of the acquisition, she was married in a partial communion of property regime with the then federal deputy Jair Bolsonaro. The couple separated between 1997 and 1998. The apartment, therefore, was bought three years after she became a councilor and when Bolsonaro took office for the second time in the Chamber of Deputies.
When presenting her candidacy this year, Rogéria declared an equity of R $ 233 thousand, including the apartment where she lives in Vila Isabel and another property in Resende, in addition to cars and applications. The legislation does not oblige candidates to register the updated value of the properties they own.
Other side
Wanted, the Planalto Palace said it would not demonstrate. Rogéria did not respond to questions posed by the report. In a note, the senator stated: “The defense of Senator Flávio Bolsonaro cannot comment on secret information from the justice. All the clarifications were provided by the parliamentarian in the corresponding forum, when the senator made it clear that he did not practice any irregularity. Flávio Bolsonaro is victim of false accusations, driven by the political interests of a group that has constantly leaked classified information ”.
