DECREE No. 5,082, OF NOVEMBER 23, 2020.
Determines the application of the segmented sanitary measures referred to in art. 19 of Decree No. 55,240, of May 10, 2020, which institutes the Controlled Distance System for the purpose of preventing and combating the epidemic caused by the new Coronavirus (COVID-19) in the scope of the Municipality of Erechim, reiterates the Communicated state of public calamity throughout the municipal territory and takes other measures.
The Mayor of Erechim, State of Rio Grande do Sul, in the use of the powers conferred on him by article 64, section VIII, of the Organic Law of the Municipality, especially article 19 of State Decree No. 55.240 / 2020 and considering what:
– The Covid-19 Municipal Committee, within the scope of its attributions, has been carrying out, since the beginning of the pandemic, a permanent monitoring and follow-up of it due to the new coronavirus, at the local level;
– there was a significant increase in the number of active cases, according to the latest epidemiological bulletins, as well as in the occupancy rates of the clinical beds and ICU Alas Covid (FHSTE and HCE), which exceeded the indicator of 80% and 60% respectively , and, with the appearance of new cases of deaths from Covid in recent weeks;
– The RS Controlled Distance System targeted our Region 16, the following: 4 black flag classifications, 2 red flag classifications, 3 orange flag classifications and 2 yellow flag classifications;
– The Region 16 specific indicators show the following classification: 3 black flags and 1 orange flag;
– the number of confirmed COVID admissions in the last 7 days versus 14 days, increased from 17 to 33, an increase of 94.11%;
– The number of patients admitted to the ICU for Severe Acute Respiratory Syndrome – SARS in the last 7 days versus 14 days, went from 6 to 12, an increase of 100%;
– the number of hospitalized in ICU beds on the last day, increased from 6 to 11, an increase of 83.33%;
– the number of free ICU beds in the last 7 days versus 14 days, decreased from 22 to 18, a reduction of 22.22%;
– The number of active cases in the week, in a comparison of 7 to 14 days, went from 221 to 407, an increase of 84.16%;
– there was a significant increase in active cases in Region 16, which is hosted by Erechim, from 48 cases on 10/8/2020 to 812 cases on 11/20/2020;
– There has been a significant increase in hospital admissions in ICU beds and clinical beds, in the Covid wards (FHSTE and HCE). We currently have an occupancy rate of 80.49% for clinical beds and 60.87% for the ICU (11/22/2020). On 10/20/2020, this occupancy was 8.6% for ICU beds and 9.75% for clinical beds;
– We noticed an increase in the speed of diffusion, change in the stage of evolution, incidence of new cases and deterioration of the installed hospital capacity;
– There is an urgent need to contain the spread of the new coronavirus, given the current scenario, as shown by the indicators of the RS Controlled Distance System;
– This panorama of health emergencies requires maximum alert regarding restrictions and changes in the routine of Erechino citizens until the control of contamination by coronavirus inspires security for the resumption of normal activities;
DECREE:
Art. 1. Transitory and exceptional rules are established in order to stop the increase in cases of coronavirus (COVID-19) in our city, as provided in this Decree.
Art. 2. The operation of non-essential retail trade (street) is established, with restricted face-to-face service, from Monday to Saturday, from 9 a.m. to 5 p.m.
Art. 3. Non-essential wholesale trade operation is established, with restricted face-to-face service, from Monday to Saturday, from 9 a.m. to 5 p.m.
Art. 4. The operation of commercial vehicles is established, restricted face-to-face service, from Monday to Saturday, from 9 a.m. to 5 p.m.
Art. 5. The operation of a la carte restaurants, elaborated dishes and cafeterias, is established, restricted face-to-face service, from 7:00 am to 5:00 pm, after these hours only in the delivery mode, telesearch is prohibited.
Sole paragraph. The operation of restaurants, cafeterias and the like, which operate in a self-service mode (self-service / buffet) is prohibited.
Art. 6. The operation of supermarkets, markets, grocery stores, greengrocers, bakeries, butcher shops and the like, is established from 7 am to 7 pm, with the entry of one person per family and the entry of minors under the age of 12 is prohibited.
Article 7. The operation and activities of social, sports and fitness clubs are prohibited, except for professional sports clubs, provided that they comply with the sanitary standards required by State Decree.
Art. 8. Service providers follow the provisions established in the State Decree for the Red Flag.
Art. 9 The industries follow the provisions set forth in the State Decree for the Red Flag.
Art. 10. The closure of public and private spaces for collective use, such as squares, sanctuaries, parks, changing rooms, swimming pools, sports fields and sports centers, may not be used for the permanence of users, not even individually. .
Art. 11. The movement of people and vehicles on public roads is prohibited from 8:00 pm to 5:00 am, TOUCH OF PICK-UP, except for public transport concessionaires, transport services for companies and industries, product delivery services food and pharmaceuticals and for the operation of essential services.
Sole paragraph. The circulation of people and vehicles to attend essential services is allowed, from 8:00 p.m. to 5:00 p.m.
Art. 12. The remaining cases not provided for in this Decree will follow the provisions of the Red Flag State Decree.
Art. 13. This Decree enters into force on the date of its publication, valid for the duration of the Erechim Municipality’s classification in the Red Flag of the Controlled Distance System, provided by the State Government.
