Emergency aid can be delivered on March 18. This is because, on the first day of voting for the Emergency PEC that allows the payment of aid, the Senate approved on Wednesday (3) in the first round the proposal to reform the Constitution (Emergency PEC).
Senators approved the base text by 62 votes to 16. Then, they went on to analyze the highlights, which point to making changes to the content. However, all were rejected, including one from the Workers’ Party (PT), which allowed aid in installments of R $ 600.
The text approved in the 1st round does not detail the values, duration or conditions for the new emergency aid. However, it softens fiscal rules to accommodate the resumption of the program.
In other words, for PEC, the eventual resumption of aid will not need to be subject to the limitations provided in the spending ceiling.
This Thursday (4), the emergency PEC (the proposed amendment to the Constitution) was approved by the Senate in the second round.
Senators approved the base text by 62 votes to 14. The parliamentarians rejected a highlight, a proposal to change the main text, which was presented by Senator Paulo Rocha (PT-PA). This suggested the withdrawal of the tranche that stipulates a limit of R $ 44 billion outside the ceiling for spending on emergency aid.
The text will go to the Chamber of Deputies, where it will be analyzed. According to the president of the Chamber of Deputies, Arthur Lira (PP-AL), the majority of the leaders agree with the fast rite and the matter must be voted directly in the plenary session without going through commissions.
Federal deputy Daniel Freitas (PSL-SC) will be the rapporteur for the Proposal for an Emergency Constitutional Amendment (PEC) in the Chamber of Deputies, as determined by the Political Transmission. According to Information, the deputy must meet with Lira, next Tuesday (9) so that he can define the details about the vote.
After being approved by the Senate, the bill authorizing the payment of up to R $ 44 billion through the new emergency aid was sent to the Chamber of Deputies. As it is a PEC, it must be voted in two rounds by the Chamber of Deputies. If the proposal is approved by deputies without changes, it must be enacted by Congress.
President Jair Bolsonaro has already secured emergency aid in four installments that are expected to be R $ 250.00 each. According to him, the payment would start in March.
It is expected to start on March 18 and run until the end of June 2021.
Another determination of the government is that there is a reduction in the number of beneficiaries, that is, granting the aid to 32 million Brazilians.
