Emergency aid: proceeds will establish CPF with pending elections

BRASILIA Y RÍO – The day the government began paying the first installments of R $ 600 aid to informal workers, with lines of people seeking to regularize documentation to obtain the benefit, the IRS reported that it will automatically consider the CPF suspended by electoral disputes. This Friday the situation will normalize. The groups expose people to the risk of contamination and increase the chances of the new coronavirus spreading.

Being up-to-date with the CPF is one of the requirements for receiving emergency assistance, but the way to regularize the document had not been informed by the government when the rules and the request of Caixa Econômica Federal were announced. Some of the workers who attempted to register to receive the benefit did not complete the registration precisely because of outstanding problems with the document.

The IRS had already opened channels to regularize the CPF over the Internet, in case of problems with registration, for example. But the resolution of electoral disputes, which occur when the voter stops voting and does not justify it, can only be done in person in the electoral registries, closed due to the pandemic. Therefore, the option was to resolve these cases automatically, without having to go to the agencies.

“Secondary requirements”

According to the Treasury, the process will conclude this Friday. However, recognition of this regularization in Caixa’s systems may take longer.

When asked about the delay in solving the problems, the IRS said it was looking to anticipate queuing, creating channels like ChatRFB and freeing up the use of services over the Internet using a simple password, without the need to create a access code. ChatRFB’s hours were extended from 7 a.m. at 7 p.m. from Monday to Friday.

The large lines of people trying to regularize the document led the Office of the Public Defender (DPU) to propose an end once and for all of the requirement to be with the regular CPF, now provided for in the emergency aid law. The idea was sent to the Minister of Citizenship, Onyx Lorenzoni.

According to the DPU, people often have an irregular CPF due to bureaucratic problems. “Such demands sound somewhat secondary in an emergency moment like the one presented,” the document says.

This Thursday, there were queues at the revenue agencies in the cities of Río, Belém, Fortaleza, Recife, Curitiba, Goiânia and Manaus, among others. But crowds were also registered, which goes against the recommendations of government agencies, in places for withdrawal, such as in a lottery in the João Pessoa Metropolitan Region.

At the Revenue post in Campo Grande, in the West Zone of Rio, at 7:30 am the line was just around the corner, according to the G1 website. The place only opens at 10am. They were people who, due to the pending CPF, were unable to register for R $ 600 assistance. In the interior of the State of Rio, there were lines in Campos and Itaperuna.

In addition to the electoral situation, failure to file a tax return (whose term this year was extended until June 30) can also cause problems with the CPF.

‘Invisibles’: 30 million

While discussing ways to end queues, the government used social media to report that the new benefit is sponsored by the federal executive, not by governors and mayors.

“The emergency aid of R $ 600 per person is not provided by the municipalities or state governments. Emergency aid is provided by the federal government, for the population, thanks to the taxes paid by the population itself, ”says a post published in the official account of the Ministry of Communication.

The search for political dividends with the measure was criticized by Internet users. “The federal government is complaining about the policy amid a pandemic, campaigning in the same direction,” said one user. Others said that inside, mayors and councilors use the program to promote themselves.

This Thursday, the first day of payment, 2.5 million workers received the benefit. R $ 1.5 billion were transferred. In this first round, only informal beneficiaries who are in the Single Registry (CadÚnico) and who have an account at Banco do Brasil or savings at Caixa.

Meanwhile, the number of people interested in receiving aid only increases. Until 8 pm yesterday, Caixa had received 30.2 million registrations, more than the 25 million projected by the “invisible” government. Of the new registrants, 40% requested the creation of Caixa digital savings.

According to Caixa president Pedro Guimarães, next Tuesday, 3,133 million informal workers who are not registered and do not have a bank account will receive credit in a digital savings account, which will be opened by the bank. These funds can be transferred, transferred to other banks, or used to pay bills, but cannot be withdrawn in cash immediately. Caixa will also announce a schedule to gradually release these withdrawals later this month.

– I ask that people not be in a hurry – Guimarães said, at a concert to announce measures for real estate credit, during the crisis.
