BRASÍLIA – The e-Title application, from the Superior Electoral Court (TSE), has instability in access, the agency said. The TSE instructs voters to wait a few minutes if they have problems accessing the site and to try to enter the platform again.
The application replaces the printed version of the electoral roll and has acquired new functionalities: it also serves to justify absences and consult the electoral zone, for example. According to the TSE, at 8:30 am this Sunday, 400,000 voters had already justified their absence through the application.

According to the agency, the instability of the application is related to the large number of accesses on the platform. The e-Title verifies if the voter is outside their electoral domicile through the georeferencing functionality.
This Sunday morning, voters reported having difficulty using the Electoral Justice app. After connection attempts, the application advises that the user should try again later and verify the connection.
How to justify without the electronic title?
Faced with the instability of the digital application of the electoral ticket, those who need to justify must resort to alternative methods. The TSE indicates that the voter must complete the Electoral Justification Request (RJE) form.
In this case, the voter can access the RJE free of charge on the TSE page, in the Electoral Justice service units (electoral offices, voter service posts and centers), on the Electoral Justice web pages and, this Sunday, in voting or justification, and in other places previously authorized.
Whoever chooses to justify the site, must access https://justifica.tse.jus.br/ to start the process. When opening the screen, click on the “start justification request” rectangle.
On the next screen, enter the data requested by the TSE: voter registration number, full name and date of birth. Click the “I’m not a robot” option and move on.
Next, continue to provide the information requested by the Court to complete the request that justifies the absence from the vote. It is important to select that the justification is related to the election of Municipal Elections 2020 – 1st round.
Subsequently, it is necessary to justify the reason for the absence in the vote. In addition to the written part, a document will be requested proving the reason for the absence. In the e-Title, for example, the system would use the geolocation of the voter to confirm the absence in their voting region.
The last step is to download the receipt generated by the Court system.
If it is not possible to attend the polls on the day of the election, the voter may, within 60 (sixty) days after each round of voting, present the justification by electronic title, the Justification System on the Internet or submit the Request of Electoral Justification (post-electoral) in any electoral zone, or send it by mail to the judge of the electoral zone in which it is registered, accompanied by documentation proving the impossibility of attending the election.
Due to the pandemic, the voting time was extended by one hour: from 7 am to 5 pm. The Electoral Court recommends that the hours from 7 to 10 be assigned to people over 60 years of age to avoid crowds.
