Defense Minister Fernando Azevedo e Silva, and the commanders of the three Forces, General Edson Pujol (Army), Admiral Ilques Barbosa (Navy) and Air Brigade Lieutenant Antonio Carlos Moretti (Aeronautics), signed a joint note indicating the separation between the armed forces and politics. The note was released this Saturday (14). See the full text at the end of this article.

This week, after President Jair Bolsonaro defended the use of “gunpowder” to defend the Amazon, Pujol made two speeches at public events emphasizing that the Army is an institution of the Brazilian State and not of governments. Pujol also said that the military did not want to get involved in politics nor did they want him to enter the barracks.

According to Gerson Camarotti’s blog, Pujol’s speeches were seen by the generals as a manifestation of a sense of category, uncomfortable with what he considers Bolsonaro’s attempts to politicize the Forces.

The note released on Saturday says that the separation between policies and military forces is a constitutional principle that “does not conflict” with the understanding of the government and of President Bolsonaro himself.

“The fundamental characteristic of the Armed Forces as State institutions, permanent and necessarily removed from party politics, as recently highlighted by military leaders, during scheduled seminars, is provided for in the constitutional text and in no way contradicts the understanding of the Government and the President of the Republic “says the text.

Regarding recent publications and speculation involving the Government and the Armed Forces, the Minister of State for Defense and the Commanders of the Navy, Army and Air Force clarify that:

– The fundamental characteristic of the Armed Forces as State institutions, permanent and necessarily unrelated to party politics, as recently highlighted by military leaders, during scheduled seminars, is provided for in the constitutional text and in no way contradicts the understanding of the Government and the President of the Republic;

– The President of the Republic, as Supreme Commander, has shown, through decisions, statements and presence with the troops, the recognition of the Armed Forces, to which he has been answered; – The only political representative of the Armed Forces, as a member of the Government, is the Minister of Defense; – The Commanders of the Navy, Army and Air Force, when they raise their voices, always speak in institutional terms, about the activities and needs of preparation and employment of their forces, which focus exclusively on the missions defined by the Federal Constitution and Complementary Laws. ;

– The Armed Forces direct all their efforts exclusively to the fulfillment of their missions, being present throughout the country, they are currently working to combat the new coronavirus (Operation Covid-19), including with support for indigenous communities; in the fight against environmental crimes, deforestation and burning in the Amazon (Operation Brasil Verde 2); in the reception and internment of refugees from the crisis in Venezuela (Operation Welcome); in the fight against transnational crimes (Operation Ágata); support for the 2020 elections (logistics and guarantee of vote and counting); in supporting the population of Amapá, due to the recent crisis caused by the lack of electricity; in humanitarian and social actions, such as Operation Car-Pipa (which brings water to millions of people affected by the drought), hospital medical care for riverine populations and the transport of organs for transplants; in addition to numerous other activities, highlighting the essential and daily protection of maritime, land and air borders, which ensure our Sovereignty and National Development. Finally, a strong country requires strong and transparent institutions.

Treating defense matters frankly, in addition to strengthening institutions, contributes to the purpose of elevating Brazil to adequate levels of development and security.
