Congress prioritizes guns, drugs, and privatization; see guidelines for 2021

With the opening of the legislative year in the National Congress this afternoon, the Senate and the Chamber of Deputies are already preparing for the advancement of agendas that were pending in 2020 and that will be prioritized by the new presidencies.

In the Senate, the issues that will take center stage throughout the year are the resumption of investments; fiscal guidelines; the so-called “de customs”; and linked to air transport and tolls. Among these, issues that generated controversy between parliamentarians and Brazilians are discussed again, such as the “PL for arms”, the revision of the Drug Law, in addition to the Federative Pact, PEC (Proposed Amendment to the Constitution) and PEC Funds, already advanced by the president of the Chamber, Rodrigo Pacheco (DEM-MG).

PL 3723/2019, which will be governed by the Senate, deals with the possession and possession of firearms by civilians. The bill modifies the Disarmament Statute, the Penal Code, the Bank Security Law and the National Security Law.

To demonstrate that the issue is one of the objectives of the new legislative management, the Chamber will prioritize PL 6438/2019, which deals with the registration, possession and sale of firearms. The measure was already defended by President Jair Bolsonaro (without a party) when he was still a federal deputy, being the basis of the 2018 presidential election campaign. Upon reaching Congress, however, the seats were divided over the approval of the issue, weakening Bolsonaro and the generation of fried foods between parliamentarians and the Executive.

With the arrival of vaccines against covid-19, the Senate intends to review the PL (Bill) that defines the use of public funds to combat the coronavirus. In the perspective of resuming the Brazilian economy, issues in the energy and transportation sectors will also be prioritized, such as PLS 232/16, which deals with the modernization of the electricity sector, and PL 3178/2019, of oil and gas.

In addition, the PLC 8 of 2013, on tolls, returns to the Plenary.

In progress in the Chamber, four bills are still open for discussion. Among these, the PL for Startups, which aims to create favorable rules for the creation of innovation companies, still with the aim of involving the Brazilian economy. Likewise, the Fiagro (Agricultural Investment Fund), which creates the possibility of funds for the agricultural sector, is still in process and may be defined later this year.

In the Chamber, customs guidelines

Meanwhile, in the Chamber, the new President Arthur Lira (Progressistas-AL) intends to prioritize investment issues and customs guidelines, in addition to the emphasis on administrative reform, a key blow since the electoral campaign. The prominent guidelines selected by Lira are mostly divergent views between MPs and Brazilians, such as homeschooling, increased penalties for child abuse, a single transportation document, and the definition of pedophilia as a heinous crime.

In economic matters, the Chamber will deal with the tax reform and the privatization of Eletrobras on an emergency basis, issues that divide the Chamber.

In addition to the priorities of the new Board, five agendas are being debated in the House and will be discussed later this year. Among them, PL 4475/2020, known as the Gas Law; central bank autonomy; and PL 6726/2016, of the salary ceiling, which aims to regulate the constitutional limit to the salary of the minister of the STF (Federal Supreme Court) as a ceiling for public servants.

Still, PLs for over-indebtedness and voluntary deposits are still being processed at the house.
