A survey by the National Health Council (CNS) published on Friday (27) indicates that the budget of the Ministry of Health has R $ 5.6 billion to combat the Covid-19 pandemic that have not yet been used. This amount includes R $ 74.7 million that could have been used to deal with the new coronavirus, but that have been lost. The balance considers data up to November 24.

The CNS is an instance of the Unified Health System (SUS) and is part of the organizational structure of the Ministry of Health itself. The budget execution survey is carried out weekly by the Budget and Financing Commission (Cofin), which is part of the CNS.

The budget of the Ministry of Health foresees R $ 43.7 billion to face the pandemic directly. The R $ 5.6 billion that are not yet committed, reserved for some expenses, represent around 13% of this budget.

But the amount includes about R $ 74.7 million that can no longer be committed by Health, because the three provisional measures that authorized its use lost their validity before becoming law.

Two of them won in July and the third in August. Only part of the amount foreseen in each one was committed (See table).

“For us it is very worrying that, of the 2020 resources, we still have almost R $ 6 billion with no destination and that, by 2021, we do not have clear signs that we will maintain these resources for health,” highlighted the national health advisor Getúlio. Vargas.

Health Minister Eduardo Pazuello said that the funds will be used to strengthen ICUs, surgeries and treatments affected by the pandemic. On Thursday (26), the minister declared that Brazil is experiencing a “boom” in the number of Covid-19 cases.

“We have approximately R $ 6 billion, of all the resources that we pass through the Ministry of Health. These resources, today we agreed that we will work to incorporate the largest number of ICU beds – incorporating means to continue with ICUs made for Covid- “. 19, within the SUS rules, “said the minister.

“This will allow Brazil to take a great leap. The resources we have will be used to reinforce the ICUs, to reinforce assistance to affected surgeries and treatments,” he added.
