The frequency in driving schools to obtain a national driver’s license (CNH) may be optional, as proposed by a bill (PL) proposed by Deputy Kim Kataguiri (DEM-SP) that is being discussed in the House.
Bill 4474/20 modifies the Brazilian Traffic Code by allowing the instruction of future drivers to be carried out privately, without the need for the candidate to attend a driving school. Kataguiri stated that the goal is to make the process of obtaining the CNH “less bureaucratic and costly.”
According to the text, for written exams (traffic laws and first aid), traffic agencies should make the material available on their websites for free, allowing candidates to self-educate.
Changes to the practical test
As for the instruction for the practical driving test, which is carried out on public roads, it can be given by an independent instructor, accredited by traffic agencies. This professional must have a degree, of at least five years, in the category that the candidate seeks.
furthermore, the independent instructor could not, in the last five years, have been sanctioned with suspension or revocation of the right to drive. Nor should there be any ongoing lawsuits against you for these penalties, aside from not having been convicted or prosecuted for a traffic offense.
Another condition is that the vehicle used in the instruction must contain its own identification of the learning condition, in the form determined by the National Traffic Council (Contran).
This is not the first project to exempt driving school training. The Chamber is also processing PL 3781/19, which makes driving school training optional for candidate drivers. This proposed text is being processed along with more than 200 other bills that amend the Traffic Code (PL 8085/14 and attached).
