- Bars and restaurants: operating at 50% capacity for up to 1 hour; prohibition of drinking alcoholic beverages outdoors after 10 pm; alcoholic beverage consumption service only for accommodated guests and seated on tables and chairs; minimum distance of 1 meter to 2 meters between tables; live music and the self-service system remain suspended
- Classes in the state school system: return is allowed as of October 5 only for those municipalities that remain at low risk of contamination by Covid-19 for at least two consecutive weeks before the scheduled opening date.

Yellow flag
The state government announced that eight of the nine regions of Rio de Janeiro are classified with a yellow flag, according to the latest technical note and the Covid-19 indicator panel. This classification indicates a low risk of the disease. They are: Metropolitan I and II, Medio Paraíba, Medio Sur, Baixada Litorânea, Serrana, Noroeste and Baía da Ilha Grande, the latter two having left the moderate risk after a significant reduction in the number of cases and deaths.
The North Fluminense region went from being classified as low risk to moderate risk after an increase in the number of deaths, but a decrease in the number of cases, according to the technical note.
