This Wednesday (9), the São Paulo City Council approved, in a single vote, the draft Legislative Decree 93/2019 that provides for the convening of a plebiscite to consult Paulistans on the fate of Alto President João Goulart, the Minhocão, after the definitive closure for the transit of vehicles in São Paulo.
Councilor Caio Miranda Carneiro’s (DEM) proposal had 54 votes in favor and only 1 against. According to the Board of Directors of the Chamber, it does not need a second vote or sanction from the mayor for it to take effect.
According to the councilor, the plebiscite wants to question the people of São Paulo about the alternatives defined in the 2014 Strategic Master Plan on the fate of the elevated. The plan opens up the possibility of a complete transformation of the space into a public park, a partial transformation or the total dismantling of the road.

The mayor has up to 30 days to publish the decree, so that it reaches the TRE and the president of the court sees the viability of it being carried out in this year’s elections or not. It is a decision that can be made now or in the next elections, because there is no rush, since the studies on whether it is worth building a park or dismantling the Minhocão are not yet ready, “said Caio Miranda.
