Ceará has a 96.6% increase in intentional violent deaths in 2020 – Security

It is as if all the passengers on six ordinary buses died in an accident every month in Ceará. Everybody. This is the monthly average of people killed in the State, in the first half of this year, according to the Brazilian Yearbook of Public Safety 2020, published yesterday (19). Between January and June, 2,340 intentional violent deaths (MVI) were registered in Ceará, almost double (96.6%) of what was registered in the same period of 2019, which had 1,190 registrations; and the third highest number in Brazil in the period.

The number of MVIs is the sum of victims of intentional homicides (with intent to kill), robberies (robberies followed by death), bodily injuries followed by deaths and deaths resulting from police interventions. According to the Yearbook prepared by the Brazilian Public Security Forum (FBSP), Ceará is only behind Bahia (3,249) and Rio de Janeiro (2,728) in homicide statistics, surpassing states like São Paulo, for example, which had 2,204 occurrences. The percentage growth between 2019 and 2020, in fact, was the highest in the country.

This year, the State registered 2,203 intentional homicides, more than double (106%) in the same period of 2019, which had 1,065 cases. The worsening scenario represents a break in the historical series of intentional violent deaths, which had been decreasing. Last year, Ceará registered the lowest number of IVM since 2011, with 2,396 cases, 50.3% less than in 2018, which ended with 4,788 murders.

The main cause of the increase in crime rates in Ceará in 2020, according to the Ministry of Public Security and Social Defense (SSPDS), was the riot led by the military police in February. “The illegal strike was decisive for the sharp increase in the figures. Police action

FBSP CEO Renato Sérgio de Lima describes the escalation of lethal violence in Ceará this year as “emblematic” as it directly involves the police. “From the moment there was a strike and a riot by the PM of Ceará, there was a reorganization of the criminal factions, causing the emptying of a two-year effort,” he observes.

“The rights of the police officers are legitimate, but when they disassociate themselves from the daily life of people in the houses, in the streets, violence takes hold and spreads,” he adds.

Another statistic related to the Military and Civil Police in Ceará is the number of deaths due to police interventions, both inside and outside the service: only in the first half of 2020, 96 deaths were caused by security agents, 14.3% more than the 84 registered in the same period of 2019. Between 2018 and 2019, however, the occurrences fell: in that full year, there were 221 deaths in police actions, against 136 last year.

Samira Bueno, executive director of the FBSP, values ​​that the scenario is the result of political ideals: “Deaths due to police interventions have been increasing. We have reached a record, and this is the result of political-institutional decisions. The figure is obscene, but it is also located in some territories. Those that registered the greatest growth are the states that made decisions to intensify conflicts and assign the Police to confront them. “

These conflicts have also victimized the security agents themselves. In 2018, 11 police officers were killed in clashes or from injuries outside of office hours. In 2019, there were no intentional violent deaths against PM or civil police in Ceará. In the first half of 2020, there were ten cases, according to a survey by the Brazilian Forum.

Pandemic

The sociologist and researcher of the Laboratory for the Studies of Violence (LEV) of the Federal University of Ceará (UFC), César Barreira, adds that the year 2020 is not atypical only because of the riot led by the PM, but also because of the quarantine caused by Covid-19, who left the public highway as a result of the reduction in population displacement.

Of the total number of murders this year in Ceará, 200 were women, 14 of them femicides. In 2019, there were 113 cases, of which 14 were also femicides. Thefts accounted for 29 of this year’s deaths, in addition to the 12 murders following bodily injury.

The 2020 Security Yearbook also lists other crimes committed in Ceará between January and June of this year, such as rapes (778, of which 165 were vulnerable), theft (29,447) and seizure of firearms (2,854). Last year, there were 898 rapes (237 of vulnerable), 24,700 robberies and 2,757 seizures of firearms in the state.

Even so, according to César Barreira, it is proven, based on statistics, that most of the violent deaths recorded in Ceará occur with the use of firearms. Barreira highlights how easy it is for guns to get into the hands of criminals, especially young people who, enlisted by criminal factions, are often designated as “assassins.”

The Ministry of Public Security and Social Defense also highlighted, by means of a note, that “it focuses on territorialization actions in the regions where the highest rates of crimes against life are registered, as well as on the strengthening of the investigative police in these places. to stop actions. ” and the dispute between criminal organizations “.
