Can INSS expedite the granting of benefits? The federal government announced a set of measures to reduce the stock and accelerate access to benefits granted by the National Institute of Social Security (INSS). “Our expectation is that from the sixth month of effective implementation of the measures, the order stock will be compatible with monthly processing,” explained the Special Secretary for Social Security and Labor of the Ministry of Economy, Rogério Marinho, during a conference of press, held in Brasilia. , for the announcement of the measures.

Membership is voluntary and those selected will receive training and a 30% increase in compensation. Those selected will act directly to serve the population, allowing the relocation of INSS servers for process analysis.

In addition to the selection, two other measures to increase the number of servers were also announced. One is the limitation in the assignment of professionals to other organizations. It will be limited to the Presidency of the Republic and the Special Secretariat of Social Security and Labor and to the positions of Senior Management and Consulting (DAS) 4 or higher.

Another is the preferred medical experience of the 1,514 INSS officials on sick leave. Approximately two thirds of these servers are expected to be operational again.

To speed up the service, some processes will be changed. For example, there will no longer be a need for authentication of all documents. Agreements with companies to help send worker documentation must be expanded and understanding of judicial reviews must be adopted without dispute.

Marinho also explained that these measures are in line with those already adopted in 2019 to increase productivity and reduce the insured’s waiting time. Among the measures already adopted, Marinho mentioned the financial bonus for extraordinary productivity, the semi-face-to-face and telework schemes, the digital transformation and the automatic granting of benefits.

“These measures have already improved the service provided by the INSS. In 2019, the approximately 23,000 agency officials, the lowest number in history, had the highest productivity in INSS history with more than 9.4 million processes completed, ”said Marinho.

For the INSS president, there is growth potential in automatic concessions. An example is retirement due to contribution time. It has the highest volume of applications in the institution and only 2% was automatically granted in 2019.

Last year, approximately 94,000 applications were automatically decided on a monthly basis. In 2018 the monthly average was 9 thousand.
