The negotiation to buy ready doses of the Oxford vaccine took place in late 2020, with the government pressed to anticipate the vaccination schedule. Despite using the lack of registration with Anvisa as justification for denying the immediate purchase of doses of Coronavac (Chinese) and Pfizer (US), the ministry accepted the import of doses of AstraZeneca, even without knowing the value of the deal.
