The federal government published on Wednesday (23) a decree that prohibits flights and entry to the country of passengers from the United Kingdom. The rule will take effect from Friday (25). The measure was taken because there is, in the region, a new variant of the coronavirus.

The text was signed by the ministers Walter Braga Netto (Civil House), André Mendonça (Justice and Public Security) and Eduardo Pazuello (Health).

The ordinance clarifies that no flight, whose origin is the United Kingdom or that makes a stopover in the countries of the group, may have Brazil as its destination.

The same rule applies to foreigners. You will not be able to come to Brazil if you have been to the UK in the last 14 days.

“The authorization to travel abroad to board the Federative Republic of Brazil, coming from or passing through the United Kingdom of Great Britain and Northern Ireland is suspended in the last fourteen days,” says the measure.

The United Kingdom is made up of England, Wales, Scotland and Northern Ireland. Several other countries have already adopted the preventive measure.

The rule does not restrict the entry of passengers from other countries by air as long as they show, through a test, that they are not with Covid-19. The exam must have been taken 72 hours before departure.

The negative test requirement will begin to apply on December 30. The test will have to be the RT-PCR, which identifies if the virus is active in the person’s body and if it may be transmitting the disease.

The test must be carried out in a laboratory recognized by the health authority of the country where the shipment will be made.

Children under the age of 12 will not be required to take the exam, but their companions will be required to prove that their test result was negative.

If the child, from two to 11 years old, is not accompanied, he must take the exam. And if the child is less than two years old, it is not necessary to present the document.

In addition to the PCR, the foreigner must carry a receipt, the Traveler’s Health Declaration, which certifies that the passenger agrees with the Brazilian sanitary measures.

The ordinance imposes, as of today, restrictions on the entry of foreigners, of any nationality, by roads, other land means or by rivers and the like.

Paraguayans can continue to enter Brazil normally by road. And also those who live in cities cross borders, excluding those with Venezuela.

The text makes it clear that this impediment to entry into Brazil does not apply to:

  • naturalized Brazilian;
  • immigrant with “permanent” residence – not valid for Venezuelans;
  • foreign professional on mission at the service of an international organization;
  • foreign employee working for the Brazilian government;
  • foreigner who has the following relationships with a Brazilian, spouse, partner, child, parent or guardian – does not apply to Venezuelans;
  • government-authorized alien for public interest or humanitarian reasons;
  • foreigner who has a National Migration Registry – not valid for Venezuelans;
  • those who work with freight transport, such as drivers, for example.

In September, the government even issued a decree restricting access only by land.

This December, the Presidency of the Republic lowered the standard that would require the negative test of Covid-19, also from the 30th.

Who does not comply with the rules stipulated by the ordinance will be subject to:

  • civil, administrative and criminal responsibility;
  • immediate repatriation or deportation; and
  • disqualification of the asylum application.
