BRASILIA – President Jair Twitter He said Thursday that the announcement of the anticipation of the second delivery of emergency aid, later revoked, was made without his authorization.

The announcement was made on Monday at a press conference at the Planalto Palace in which the president of Caixa, Pedro Guimarães, and the Minister of Citizenship, Onyx Lorenzoni, participated.

On Wednesday, the Ministry of Citizenship reversed and reported that the anticipation would not occur due to lack of resources.

Bolsonaro’s comment was made in a post on his Facebook page. A follower said the government had “canceled” the aid and asked how the people would “survive”.

Later, the president replied that “nothing has been canceled” and that “a minister announced without authorization that he would anticipate the second installment.”

According to the note published by the Ministry of Citizenship on Wednesday, the three installments of the aid will require a disbursement of R $ 32.7 billion each and R $ 31.3 billion have already been transferred to Caixa.

The payment schedule for the second installment, scheduled to begin this Thursday until next Wednesday 29, will only be announced in May, according to the note. The Ministry also mentions that it was alerted by the Comptroller General of the Union (UGE) on the issue of the budget.

As of 7 a.m. this Thursday, according to Caixa’s balance, 45.9 million registrations on the application and the website were completed by workers who are not registered in the government’s Unified Registry and are seeking assistance.

This week, the Senate approved a bill that expands the categories that will receive emergency aid of R $ 600, as long as they meet the income criteria. The text also foresees the extension of aid to single teenage mothers, before it was necessary to be at least 18 years old, and single fathers, who, like mothers who are heads of household, will receive R $ 1,200.

See who can receive

  • Independent workers without formal employment, that is, without a formal contract;
  • In this case, they must be over 18 years of age and have their name in the Single Registry (CadÚnico), of the Ministry of Citizenship. They must have a monthly income of up to half the minimum wage (R $ 522.50) or a monthly family income of up to three wages (R $ 3,135). Aid will be paid to up to two people from the same family;
  • Intermittent workers, that is, those who work hours, days, or months for more than one employer;
  • They must also be of legal age and be registered in the National Registry of Social Information (CNIS) of the Social Security, following the previous income criteria;
  • According to the proposal, the aid can be paid to up to two people from the same family, with an income of up to three minimum wages, for three months;

Freelancers

  • They must be of legal age and registered with Social Security as individual taxpayers and meet income requirements.

Beneficiaries of Bolsa Família

  • Whoever receives the Bolsa Família benefit will receive emergency assistance, if it is more advantageous. These people are already registered in the Single Registry and will not need to request a temporary exchange of benefits. But it will not be possible to accumulate both.
  • Low-income disabled people who are in line at the INSS to receive the Continuous Fee Benefit (BPC)
  • The project allows the advancement of help to clear the INSS queue
