The emergency aid worth R $ 300 will be paid until December of this year. Shortly after the benefit is paid, the Federal Government will launch a new program. The expectation is that by then the Citizen Income is created.
The government leader in the Chamber of Deputies, Ricardo Barros (PP-PR), told the blog of journalist Andréia Sadi of Globo News that the program Citizen income, which is intended to replace the emergency aid in 2021, reported in a recent interview that the new benefit would be discussed only after the second round of the municipal elections. That is, this must already be happening, since the elections ended last Sunday (29).
Initially, the federal government proposes that the new social program replace the Family scholarship and emergency help. The text that creates the program has already been submitted. However, due to the funding model, the program has not advanced.
“The Renda Cidadã issue, if we are going to do it or not, how and what will be done, everything will be decided after the second round. If we talk about positioning now, everything will serve as a choice. It is prudent to leave it for later, as well as the reforms ”, confirmed Barros.
According to information from the blog of columnist Sadi, members of the Bolsonaro government are looking for a solution to end the emergency aid, since it promoted an increase in the popularity of the president. However, the economic team maintains that it is not possible to maintain the payment of the aid without breaking the spending ceiling.
What will be the value of the new program?
The new program should replace Bolsa Família and be a kind of continuation of emergency aid. However, the government is currently facing difficulties in defining the form of financing the Citizen Income. After speaking publicly about Renta Ciudadana for the first time and considering ways of financing, the market did not react well and the government backed down.
According to Lauro Jardim, from the newspaper O Globo, the president warned Guedes about the substitute for emergency aid. According to the columnist, the president stated that the substitute, which should become valid in January 2021, cannot be less R $ 300 per month, present value of residual emergency aid.
Guedes even said that he prefers Bolsa Família to moving to a new program
Economy Minister Paulo Guedes said the government will maintain its commitment to limit public spending below the ceiling. According to the holder of the portfolio, the measure will be adopted even if it is necessary to abandon the new social program, the Citizen Income.
Guedes revealed that the government will not be populist and also guaranteed that the replacement of Bolsa Família will be fiscally sustainable, within the spending ceiling rule.
“There is no trick,” Guedes said. He noted that larger cash transfers could be made with cuts in subsidies and deductions for the highest income classes. “There is no discussion about the (spending) ceiling,” Guedes said.
