The plan, however, ran into the difficulty of building a consensus to cut spending in the 2021 Budget and thus find money to finance a social program created by Bolsonaro.

Technicians from the Ministry of Economy even predicted that, in September, the new program would already be working. This is jargon to say that the initiative would already be underway.

In this way, the Bolsa Família promoted would serve more people. It would not be necessary to expand emergency aid.

Without progress, the government and Congress admit that 2021 will begin without changes, ordering the operation of Bolsa Família, without resources of emergency aid.
