With the reduction in the amount of emergency aid, the waiting list to enter Bolsa Família increased. At the end of September, it reached the level of 1 million records.
The list, therefore, returned to what was registered at the end of last year, when, after successive cuts in coverage and freezing of admission to the program, the government of Jair Bolsonaro (without a party) left 1 million families waiting for social assistance.
The Ministry of Citizenship had suspended the analysis of the requirements for access to Bolsa Família during the payment of emergency aid in the amount of R $ 600 per person.
The reason is that the emergency benefit distribution served more people than the social program.
At the end of September, the government began to cut emergency aid to R $ 300. The ministry re-evaluated the inscriptions in Bolsa Família.
According to data obtained by leaf, reached 999,673 the number of families that met the requirements, but are still waiting to enter the program.
The trend, however, is that the queue will increase with the end of the aid, scheduled for January next year. The evaluation is from government technicians.
The economic crisis caused by the new coronavirus and the possibility of a second wave of the pandemic, according to them, should increase poverty in the country.
The Bolsa Família budget for next year was reinforced. The resources went from R $ 32.5 billion in 2020 to R $ 34.9 billion. Even with the increase, the program should start in 2021 under pressure.
Currently, 14.28 million families are served. The amount planned for next year is enough to transfer income to 15.2 million families.
With this, the queue of 1 million households, registered at the end of September, already occupies the space that the budget expansion will open next year. Registrations approved after September, then, impact Bolsa Família.
Dear, the Ministry of Citizenship did not comment on the questions in the report.
The program serves families with children from 0 to 17 years old in extreme poverty, with a per capita income of up to R $ 89 per month, and poverty, with an income of R $ 89.01 to R $ 178. Average benefit R $ 191.86 until March.
As of April, when emergency aid was created, the amount received by families became the most favorable for them, the Bolsa Família benefit or the aid.
From June to August, the government decided not to select applications for admission to Bolsa Família, according to a response sent by the Ministry of Citizenship to deputy Ivan Valente (PSOL-SP).
The government has argued that everyone on the waiting list receives emergency aid.
However, the data obtained by leaf, in June, they reveal that, in the queue of 522.6 thousand families registered in the month, 49 thousand were not registered to receive emergency aid. Therefore, despite being in a situation of poverty or extreme poverty, they did not receive any benefits at that time.
Bolsa Família is the flagship of the government’s social programs and was created under the leadership of the PT. Transfer income directly to the poorest. The emergency aid is provisional and should end in December.
The Bolsa Família waiting list is formed when registrations already approved by the government spend more than 45 days without a definitive answer, that is, without actually entering the program.
The deadline had been in effect since August 2017, during the term of former President Michel Temer (MDB). However, due to lack of resources, the program has not been able to cover everyone since June of last year.
Despite internal warnings, last year the Bolsonaro government refused to expand Bolsa Família’s budget to serve the poorest.
However, the willingness to invest in the social area has changed in recent months. The motivation is essentially political.
Seeing his popularity rise with the payment of emergency aid in the pandemic, Bolsonaro – with the support of the government’s political wing – intensified his articulations for a reformulation of Bolsa Família, which would expand the program and even change the name.
The plan, however, ran into the difficulty of building a consensus to cut spending in the 2021 Budget and thus find money to finance a social program created by Bolsonaro.
Technicians from the Ministry of Economy even predicted that, in September, the new program would already be working. This is jargon to say that the initiative would already be underway.
In this way, the Bolsa Família promoted would serve more people. It would not be necessary to expand emergency aid.
Without progress, the government and Congress admit that 2021 will begin without changes, ordering the operation of Bolsa Família, without resources of emergency aid.
