André Costa leaves the SMinistry of Public Security of Ceará and will be replaced by the delegate gives Federal Police (FP), Sandro Caron, that takes over next week. HE The announcement was made by Governor Camilo Santana through social networks this Thursday afternoon (3).

Caron was previously superintendent of the PF in Ceará and Rio Grande do Sul, in addition to being in command of the National Police Intelligence Division (DIP) of the Federal Police Department, of the Ministry of Justice, and having been attached to the PF in the Embassy of Brazil, in Lisbon.

The Ministry of Public Security reported that André Costa’s departure from office was for personal reasons.

The delegate spoke through his social networks this Thursday afternoon (3), and thanked him for the time he spent at the head of the SSPDS. André Costa said he was leaving office due to family problems.

I also want to thank all the residents of Ceará for their support and affection. They always filled me with strength to defeat any enemy, ”he says.

Shortly after assuming the Ministry of Public Security and Social Defense, André Costa has already caused controversy: “from now on, we will offer two options for criminals, Justice or the cemetery.” The phrase caught the attention of public opinion, and the governor at the time said that the hitherto new secretary would have been “misunderstood.”

He had just taken over Pasta in January of that year, but did not imagine that 2017 would be the most violent in history in Ceará. 5,134 Intentional Violent Lethal Crimes (CVLI) were recorded, including homicides, femicides, robberies, and bodily injuries followed by death. However, the figures began to fall in 2018 and remained in 2019, with an increase already accompanied by the SSPDS in the first seven months of 2020.

In addition, André Costa’s management demarcated a firm position against organized crime by not giving in to pressure from criminals who attacked public buildings and vehicles and tried to instill terror in Ceará society in 2017, 2018 and 2019. The actions were coordinated from inside prisons and carried out by members of criminal factions in the streets.

These factions provoked a series of massacres in 2018, such as those in the Cajazeiras and Benfica neighborhoods. Those responsible for both were quickly repressed by the Secretariat, whose investigations led to the dismantling of the main leaders of a criminal group of Ceará origin, all of whom are in prison.

The last great crisis of André Costa’s government was the mutiny carried out by his subordinates in the Military Police of Ceará. Part of the corporation folded its arms and halted activities between February and March of this year after having denied the proposed salary increase agreed between the leaders of the movement itself and the state government.

Technology

With a serious profile, André Costa kept in contact with people from Ceará and organizations through social networks, even demonstrating that he was attending the charges on the platforms, which ended up generating high-impact cases, such as #ExposedFortal – investigation of cases of sexual harassment in the city and in private schools in the Capital, Sobral and Juazeiro do Norte.

In addition, the PF delegate’s management invested heavily in big data and artificial intelligence, in order to solve crimes with technology and speed. An example is the Indicative Approach Police System (Spia), a tool that acts through sensors scattered throughout the State of Ceará, which help in the investigation of crimes against property, such as theft of vehicles and even crimes against life .

During his time at the Secretariat, the Proteger project also emerged, which is based on fixed bases of the Military Police located in strategic points of Fortaleza and the Metropolitan Region in order to inhibit crimes and facilitate the exchange of experiences with the communities.
