Fintechs want to help the Government pay emergency aid of R $ 600

In association with Ibmec-Rio, Mastercard and Worth a Million, the Brazilian Association of Fintechs (ABFintechs) published last Wednesday (22) a letter of support for the project that proposes the use of fintechs as a channel for the transfer of R $ 600 emergency aid. The proposal has already been approved by the Senate and is now awaiting approval by the House.

“We believe this is a path to rapid distribution, which allows access to aid for the population without a bank account. Therefore, today we are launching a letter of support for the project, ”explained Ingrid Barth, executive director of ABFintechs and co-founder of Linker digital bank.

ABFintechs argues in the letter that, according to Caixa Econômica Federal, approximately 85% of the public entitled to the benefit do not have a bank account, which makes the distribution of payments “increasingly complicated”. In addition, there is a part of the population that, due to CPF restrictions, no longer accesses the traditional banking system.

“Agility in distributing this aid is essential to control the pandemic. Without income, people will have no alternative but to return to the streets, increasing contagion, ”writes ABFintechs. “We defend the widespread use of fintechs as a channel for access to assistance, and we will coordinate for this association to succeed,” he concludes.

Payment calendar

1. Subscribers to the application and the website.

A first delivery for those enrolled in the app and the website started on April 14. Payments are made within five business days after registration.

A second deliveryIt became anticipated, but the government reversed. The original calendar provides for payment on the following dates:

  • Monday – April 27: will remove who was born in January, February and March
  • Tuesday – April 28: will remove who was born in April, May and June
  • Wednesday – April 29: will eliminate those born in July, August and September
  • Thursday – April 30: It will eliminate those born in October, November and December.

A third and last installment Aid will be paid in May:

  • May 26 to be born from January to March
  • may 27th for born from April to June
  • May 28 for born July to September
  • May 29 for those born from October to December.

2. Who receives the Family Bag?

Beneficiaries of Bolsa Família will receive on the same dates and in the same way that they receive this benefit.

A first delivery Emergency aid has already been paid to those whose last digit in the NIS equals 1, 2, 3, or 4. The rest follow the schedule:

  • Thursday (23): – 1,922,522 beneficiaries of Bolsa Família whose last digit of the NIS is equal to 5
  • Friday (24): – 1,919,453 beneficiaries of Bolsa Família whose last digit of the NIS is equal to 6
  • Monday (27): – 1,921,061 beneficiaries of Bolsa Família whose last digit of the NIS is equal to 7
  • Tuesday (28): – 1,917,991 beneficiaries of Bolsa Família whose last digit of the NIS is equal to 8
  • Wednesday (29): – 1,920,953 beneficiaries of Bolsa Família whose last digit of the NIS is equal to 9
  • Thursday (30): – 1,918,047 Bolsa Família beneficiaries whose last digit in the NIS equals 0.

Second delivery: Last ten business days in May

Third installment: Last ten business days in June

3. For those registered in the Single Registry who do not receive Bolsa Família

A first delivery of this group was accredited between April 14 and 17. Another 1.2 million beneficiaries whose records were validated by Dataprev last Sunday received on April 22.

Digital savings withdrawals

To avoid crowds, Caixa has launched a new calendar for beneficiaries who want to withdraw in cash the amount deposited in the digital savings open to workers. See the dates:

  • April 27 – born January and February
  • April 28 – born March and April
  • April 29 – born May and June
  • April 30 – born July and August
  • May 4 – born September and October
  • May 5: born in November and December.

The project modifies a 1993 law, which deals with the organization of social assistance in the country. According to the text, during the three-month period, R $ 600 emergency aid will be granted to workers who, at the same time, meet the following requirements:

  • you are over 18 years old;
  • he has no formal job;
  • do not have a social security or assistance benefit, are unemployed, or have a federal income transfer program, except for family allowance;
  • monthly per capita income is up to half the minimum wage or total monthly family income is up to three minimum wages;
  • that in 2018 it did not receive taxable income above R $ 28,559.70. Requirement excluded by the Chamber on 04/16/2020.

Aid will be cut in case of non-compliance with the above requirements. The text also makes clear that the worker must exercise activity on the condition that:

  • individual microentrepreneur (MEI); or
  • individual taxpayer to the General Social Security Scheme who works for himself; or
  • informal worker, whether employed or self-employed, registered in the Federal Government’s Single Registry for Social Programs (CadÚnico), until March 20, 2020, or who meets the monthly criteria of family income mentioned above.

The proposal establishes that only two people from the same family can cumulatively receive emergency aid and the Bolsa Família benefit, and the Bolsa Família benefit can be temporarily replaced by emergency aid, if the amount of aid is more advantageous for the beneficiary. The worker, the head of the family, will receive R $ 1,200.
