President Jair Bolsonaro (without a party) published today a decree in the Official Gazette (DOU) in which he regulates the payment of emergency aid. The benefit will be paid in April, in four installments, with values of R $ 150, R $ 250 or R $ 375, depending on the family.
The decree details the rules and concepts necessary for the operationalization of the analysis of eligibility, maintenance and payment of Emergency Aid 2021. As anticipated by the Twitter, the payment of the new aid will be limited to one beneficiary per family.
In its Live Weekly, held yesterday, the CEO said that payment would begin on April 4-5. “Emergency aid starts early next week (sic), day 4 or 5 [de abril]. There are four more quotas of emergency aid, which is already the largest social program in the world, to attend exactly to those affected by the policy of ‘staying at home’, ‘closing everything’, ”Bolsonaro declared. For a family headed by a woman, without a spouse or partner and with at least one person under 18 years of age, the amount is greater: R $ 375. For the “single family”, the amount of the benefit will be R $ 150.00 .
According to the decree, the beneficiaries of Bolsa Família will receive emergency aid in 2021 to replace the social program, if it is more advantageous.
45.6 million people will benefit, 22.6 million less than the emergency aid of R $ 600, paid in the middle of last year (68.2 million people).
The rules are stricter than in 2020, when the aid paid five installments of R $ 600 and four installments of R $ 300, with double installments for women heads of household. Up to two people in the family were able to receive the transfer last year.
Who can receive it?
A series of criteria must be met to receive the new aid:
- be an informal worker or beneficiary of Bolsa Família
- have a monthly family income of up to three minimum wages (R $ 3,300)
- have a family income per person of up to half the minimum wage (R $ 550)
- have received emergency aid in 2020
Who will not be able to receive?
They have no right, according to the government:
- formal workers with an employment contract
- receiving INSS or federal income transfer program benefits
- who received the aid in 2020 but did not withdraw or use the money
- found with the emergency aid 2020 canceled at the time of the cadastral analysis of the new aid
- physicians, multi-professional residents, fellows, interns and the like
- people under the age of 18, except teenage mothers
- prisoners
- who had taxable income higher than R $ 28,559.70 in 2019
- who had, as of December 31, 2019, possession or ownership of goods or rights, including vacant land, with a total value greater than R $ 300 thousand
- who received exempt, non-taxable or exclusively taxed income in 2019 in excess of R $ 40 thousand
What will be the value of the benefit?
The amount of the aid will depend on the condition of each benefit:
- For those who live alone: R $ 150
- Families with more than one person and not headed by women: R $ 250
- Families headed by women: R $ 375
How do I request help?
It is not possible to claim the benefit. Last year, the government provided an application and website for the worker to register and request assistance.
This year, the government will use the registry made last year. If you consider that the worker meets the criteria, you will pay the benefit automatically, without the worker having to do anything to receive it.
How will the payment be?
The government is expected to deposit the money in the free digital accounts opened by Caixa on behalf of the aid recipients last year.
The payment schedule is yet to be released, but it should only start in April.
How many people will they receive?
R $ 43 billion will be paid to 45.6 million people:
- 28,624,776 people already registered with Caixa (R $ 23.4 billion)
- 6,301,073 people in the Single Registry of the federal government (R $ 6.5 billion)
- 10,697,777 beneficiaries of Bolsa Família (R $ 12.7 billion)
Although Congress authorized the release of R $ 44 billion for aid, with the approval of the Emergency PEC, the government affirmed that the program will cost R $ 43 billion, including operating costs.
“PEC allowed an exceptional budgetary regime for situations of public calamity, which are now defined by the National Congress. In this way, the federal government will be able to exceed the limit of the spending ceiling, without compromising the goal of primary fiscal result and without affecting the so-called golden rule ”, said the Planalto Palace on Thursday (18).
