The Provisional Measure of emergency help It was signed last Thursday (18), by President Jair Bolsonaro. The text establishes that the benefit will be paid in four installments with variable amounts of R $ 150, R $ 250 and R $ 375, according to the family composition.
In this new round, 45.6 million people will benefit, 22.6 million less than in the 2020 emergency aid that assisted 68.2 million people, with quotas of R $ 600 and R $ 300.
This year’s recipients are among the recipients of last year’s program. Therefore, there will be no space for new records, since the citizens to be served are already in the government database.
What will be the value of the benefit?
The amount of the aid will depend on the situation of the beneficiary:
- For those who live alone: R $ 150;
- Families with more than one person and not headed by women: R $ 250;
- Families headed by women: R $ 375.
Who can receive it?
To receive the new aid, the citizen must:
- Be an informal worker or beneficiary of Bolsa Família;
- Have a monthly family income of up to three minimum wages (R $ 3,300);
- Have a family income per person of up to half the minimum wage (R $ 550);
- Have received emergency aid in 2020.
Who will not be able to receive?
They are not entitled to the benefit, according to the MP:
- Formal workers, with a labor contract;
- Who receives benefits from INSS or the federal income transfer program;
- Who received the aid in 2020, but did not withdraw or use the money;
- Whoever has the 2020 emergency aid canceled at the time of the new aid registration analysis;
- Resident physicians, multiprofessional, scholarship recipients, interns and related;
- People under 18 years of age, except teenage mothers;
- Prisoners;
- Those who had taxable income higher than R $ 28,559.70 in 2019;
- Those who had, as of December 31, 2019, possession or ownership of goods or rights, including vacant land, for a total value greater than R $ 300 thousand;
- In 2019, those who received exempt, non-taxable or exclusively taxed income in excess of R $ 40 thousand.
How to request emergency assistance?
This time, no new requests will be allowed. In 2020, the government made available an application and website for registration and benefits applications.
For this year, the Ministry of Citizenship will use the registry made last year. If the citizen meets the new criteria, the government will pay the benefit automatically, without the need for the worker to act.
How will the payment be?
Payment of the benefit must be made in the same way as last year. Deposits will be made in the digital social savings account of the Caixa Tem application, which is open for free in the name of the beneficiaries.
However, the aid payment schedule has not yet been published, but is expected to start in April.
How many people will they receive?
R $ 43 billion will be paid to help around 45.6 million people:
- 624,776 people already registered with Caixa (R $ 23.4 billion);
- 301,073 people who are in the Single Registry of the Federal Government (R $ 6.5 billion);
- 697,777 beneficiaries of Bolsa Família (R $ 12.7 billion).
Although the National Congress authorized the release of R $ 44 billion for aid, with the approval of the Amendment to the Constitution, the government affirmed that the program will cost R $ 43 billion, including operating costs.
“PEC allowed an exceptional budgetary regime for situations of public calamity, which are now defined by the National Congress. In this way, the federal government will be able to exceed the limit of the spending ceiling, without compromising the primary fiscal result goal and without affecting the so-called golden rule, ”said a representative of the Planalto Palace on Thursday (18).
