Rodrigo Pacheco, president of the Senate, said that the return of emergency aid, as well as the vaccine against covid-19, are the priorities of the Chamber. He was recently elected to the position.
“The seriousness of this disease is real and it is urgent to take measures so that the vaccine is available more widely and quickly. This issue, along with the return of the payment of emergency aid or a similar program, must be treated with the highest priority in this House, ”Pacheco said.
He also affirmed that the Federal Senate has an “obligation” to help Brazil immunize the maximum population as soon as possible, in memory of the deceased senators and Brazilians.
Before the start of the session, Pacheco also said that he resists the idea of creating a new temporary tax to finance the new quotas for emergency aid. “Tax creation is always somewhat traumatic, especially in light of the discussion of tax reform, which has to be much broader,” he said. “The moment to measure the creation or extinction of taxes is in the tax reform. Then, we will look for a solution within the economic fundamentals without the creation of taxes ”.
President Jair Bolsonaro has already been open to paying new installments of the benefit. The government’s economic team has also opposed the idea of creating a new tax along the lines of the old CPMF, which was created to be temporary but remained in force for ten years.
Next extension
The announcement of the extension of the emergency help It should be performed by President Jair Bolsonaro after the carnival. Under pressure, the return of the benefit payment would be released only from March, with resources outside the spending ceiling.
The economic team aims to cover the new payment of emergency aid with “extraordinary credits”, which function as a kind of release of public money without being linked to the country’s spending ceiling.
Additional emergency assistance should 1,000 R $, since the government plans to pay 4 installments of R $ 250, being released from March to June. It is worth noting that the value may still be a little lower, since those responsible for the country’s economy defend a decreasing value, starting at R $ 250 and ending at R $ 200.
During the declaration, Bolsonaro has not yet specified which beneficiaries will be covered by the new benefit quotas. Initially, the intention is that the 64 million beneficiaries of the previous round can receive support. However, there is a debate to reduce this number, with only half of the citizens according to the entire 2020 cycle.
The Minister of Economy, Paulo Guedes, said in a report from the BTG bank that the value of the fees would be “up to R $ 250,” he said, “we will have two curves, one of mass vaccination going up, to immunize the population and guarantee a safe return to work, while the protective layers, which were 600 (reais), went down to 300 (reais), now they can go down, let’s say, to 250 (reais), something like that, and then land again in the Bolsa Família program ”.
