The menu of delicacies consumed by Armed forces it was not limited to the purchase of thousands of kilos of picanha and beer bottles throughout 2020. Official data show that the olive green diet also included, last year, the purchase of items such as thousands of kilos of cod loin Not the shredded fish, which is much more affordable, plus 12-year-old whiskeys and bottles of cognac.

New information collected by members of the PSB They will be assigned to the representation of the party before the Attorney General’s Office (PGR), to request clarifications on the food expenses of the Armed Forces, which included the purchase of more than 700 thousand kilos of picanha and 80 thousand beers.

Official data, obtained from information provided by the military themselves to the Price Panel of the Ministry of Economy, show that, last year, processes were approved for the purchase of 140 thousand kilos of cod loin, in addition to other 9, 7 thousand kilos of salted fish fillet.

One of the purchases registered by the military includes an order approved by the Air Force Command, for the purchase of 500 kilos of cod loin, in which the reference price used by the public body was not less than R $ 150 a kilo. These orders, once approved, remain at the disposal of the agencies, to make their purchases with approved suppliers.

Many glasses of whiskey and cognac were also provided with the use of public money. The 38th Infantry Battalion, for example, bought ten bottles of Ballantine’s whiskey, but as long as it was 12 years old. The proposed price of the bottle was R $ 144.13.

The Navy Command preferred to buy 15 bottles of Johnnie Walker, also 12 years old, the so-called “Black Label”. The amount he was willing to pay for each unit was R $ 164.18.

The most popular cognacs were also featured on the Navy Battalion’s list. In September of last year, the agency approved the registration for the purchase of up to 660 bottles of cognac from the brands “Presidente” and “Palhinha”, with a proposed unit price of R $ 27.06.

“It is a bottomless pit. The more we investigate, the more absurdities and irregularities we find. If the government were not enough to buy picanha and beer, it still has the most expensive cut of cod, whiskey and cognac with signs of overpricing ”, says the deputy. Elias Vaz de Andrade (PSB-GO), which is among those who sign the representation sent to the Attorney General’s Office, Augusto Aras, to investigate military spending. “In addition to the PGR, I and nine other PSB deputies are going to take this information to the Federal Court of Accounts. We are also discussing proposing the installation of the CPI for government purchases in the Federal Chamber.”

Defending

The report questioned the Ministry of Defence about each new information. The portfolio, however, did not comment on this data until the conclusion of this report. On Thursday, in a note, the ministry stated that it “reiterates its commitment to transparency and seriousness with the interest and administration of public goods” and that “irregularities are rigorously investigated.”

According to the Ministry of Defense, “there is always a significant difference between the bidding processes and the purchase actually made, the actual acquisition of which is made according to the real need of the administration.”

Thus, “it is essential that this adequate segmentation is made, when the values are totalized, interpreted and mainly the public disclosure of these data, to avoid misinformation,” says the ministry.

According to the portfolio, “presenting the total values of the approved bidding processes as amounts actually spent constitutes a serious error,” says the note, referring to the data included in the representation. In the document presented to the PGR, however, the deputies show detailed data that identifies the purchase made and its supplier.

Elias Vaz said that these are processes that have already been completed and with providers chosen by the military. “We are denouncing these bidding processes. These companies had their proposals approved, for these values. There are purchase processes completed and, in fact, already paid for. All of them were approved by the Armed Forces ”, said the deputy.
