Braslia – The electoral campaign for the presidencies of the Chamber and the Senate is approaching the final stretch, and the president Jair bolsonaro has held frequent dialogues with congressmen in search of more votes for the two candidates supported by him: the deputy Arthur Lira (PP-AL) and the senator Rodrigo Pacheco (DEM-MG). Although he said months ago that he would not try to interfere in the legislative elections, Bolsonaro has encouraged parties and parliamentary fronts to follow the government’s guidance. In return, he is investigated about the possibility of offering positions in the administration and federal resources.

Two weeks ago, the dismissal of the superintendent of the National Institute for Colonization and Agrarian Reform (Incra), in Sergipe, was a sign of the changes.

Víctor Alexandre Sande Santos, who took office in July 2020 with the appointment of Deputy Fabio Reis (MDB-SE), was dismissed – the emedebista must support Baleia Rossi (MDB-SP) for the dispute in the Chamber.

Another retaliation of the government will be against the deputy Aureo Ribeiro (Solidariedade-RJ). Last week, after the legend announced that he was voting for Rossi, the party’s president, deputy Paulinho da Fora (SP), told him that the Executive should fire three people he nominated for positions in the federal administration: two to the company. Nacional de Abastecimento (Conab) and one for the superintendency of the Ministry of Agriculture in Rio de Janeiro.

It is precisely in the Chamber that Rodrigo Maia (DEM-RJ) commands where Bolsonaro has been asking for more votes. If the parties are interested in taking office in the government, the president also has his own ambitions: the desire to touch the customs agenda and, above all, avoid the impeachment process.

In the campaign for Lira, Bolsonaro already publicly requested that the ruralista chamber of the Chamber vote for the leader of the Center and, last Friday, he received about 20 deputies who are part of the Parliamentary Front of Agropecuria (FPA) for a breakfast. in the Palacio de la Alvorada.

The group has 228 members and is divided for the congressional elections. Although President Sergio Souza (MDB-PR) has already said that he supports Baleia, some of the deputies who were in the meeting with Bolsonaro spoke in favor of Lira.

In the opinion of political analysts, Bolsonaro will find it difficult to walk away from his parliamentary counterparts due to the vote requests of the candidates he prefers.

The political scientist Rodrigo Prando, from the Mackenzie Presbyterian University, recalls that “today the government has a guarantor in the Center, even trying to prevent the continuation of any of the impeachments” and that “without a doubt, the bill will be presented, as there is no possibility of support without exchange ”.

“They are only negotiations with each deputy, they arrive with very different demands. It will depend on the volume of support that a deputy or a party gives to the president. It can be in the form of funds for a specific region, for a project in a municipality that is the constituency of a deputy ”, he observes.

“They can be positions in the first and second level or even by the appointment of a minister by a group or party in a possible ministerial reform.”

Adriano Oliveira, political scientist and professor at the Federal University of Pernambuco, reinforces that Bolsonaro has no way to escape a ministerial reform.

Positions on state executive boards, such as Banco do Brasil and Banco do Nordeste, can also enter the negotiation.

“The Center has its eye on good ministries, with more funds. But, of course, the president awaits the result to discuss this chair dance, ”he says.
