The INSS (National Institute of Social Security) reports that around 70% of the insured receive some type of social security benefit in the amount of a minimum wage. With the possible change in the minimum wage that can go from R $ 1,045 to R $ 1,088, the majority of retirees should receive the adjustment in 2021.
The salary of beneficiaries paid by the INSS is based on the national floor. The increase for retirees who receive a minimum wage will be 4.10% of their income by 2021.
The readjustment of the minimum wage by the federal government is defined through cash analysis and also through inflation in the country. The amount is defined annually by Provisional Measure and requires approval from the National Congress.
The Continuous Fee Benefit (BPC) will also receive the new amount of the minimum wage.
Whoever earns more than one salary will have their benefit readjusted?
INSS policyholders who earn a benefit above the minimum wage, even for a few reais, have another rule to readjust the benefit.
For this type of situation, the adjustment is made through the National Consumer Price Index (INPC).
In 2020, the accumulated INPC rises 3.93%, which leads to a percentage very close to the 4.10% estimated by the government and which will serve as the basis for calculating the minimum wage adjustment.
However, in recent months, the index increased 5.20%. If it is found that now in December, the increase will continue, it will be possible that whoever earns more will have an adjustment greater than 4.10% of those who receive only a minimum wage.
The minimum wage and the INSS floor have readjustments slightly higher than the INPC, but as it may happen next year, the opposite can also be taken into account.
The INSS ceiling is also adjusted according to the INPC index. If the index remains at 4.10%, the ceiling in 2021 will be R $ 6,351.
Readjustment is not an increase
Despite the 4.10% readjustment projected for next year’s minimum wage, the INSS floor should already be out of place for Brazilians.
For the Focus Bulletin published by the Central Bank, the IPCA inflation should remain at 4.35%.
This lag due to the minimum wage readjustment to stay below inflation means that retirees may lose purchasing power in 2021. As a general rule, policyholders can receive less even after the readjustment.
