President Jair Bolsonaro announced on Wednesday (30) on a social network that the minimum wage will be R $ 1,100 in 2021. According to Bolsonaro, the amount will consist of a Provisional Measure (MP), which will be published in the “Official Gazette.”
The current minimum wage is R $ 1,045, and the new value is effective as of January 1, 2021.
Provisional measures come into force as soon as they are published in the “Official Gazette of the Federation”. However, they need the approval of the National Congress to finally become laws.
“I will still sign MP today that raises the minimum wage to R $ 1,100.00 (one thousand one hundred reais), effective as of January 1, 2021. It is an increase of 5.26% in relation to the current value (R $ 1,045) “, published the president.
“The amount of R $ 1,100.00 refers to the national minimum wage. The amount is applicable to all workers, from the public and private sectors, and also to pensions and pensions,” he added.
The minimum wage of R $ 1,100 is above the R $ 1,088 provided by the government in the proposed reform of the Law of Budgetary Guidelines (LDO), sent on December 15 to the National Congress.
In the proposal, the government revised it from R $ 1,067 to R $ 1,088 due to the increase in inflation in recent months.
The increase in inflation caused the government’s economic area to increase its forecast for the National Consumer Price Index (INPC), the basis for the annual correction of the minimum wage.
According to information from the Intersindical Department of Statistics and Socioeconomic Studies (Dieese), the minimum wage serves as a reference for 49 million workers in Brazil.
What explains the difference?
According to the executive secretary of the Ministry of Economy, Marcelo Guaranys, the readjustment of the minimum wage is in line with what was done in 2019.
For the readjustment, the government used an INPC projection of 5.22%. According to him, this value takes into account the closed value of the index until November and the latest estimate from the Focus bulletin, published by the Central Bank on Monday (28). With that, it will be another year without a real increase in the minimum wage.
If the INPC exceeds the government’s forecast, the minimum wage may have to be readjusted again, as happened in January this year.

Impact on public accounts
By granting a higher adjustment to the minimum wage, the federal government also spends more. This is because social security benefits cannot be less than the minimum amount.
According to the Secretary of Finance of the Ministry of Economy, Waldery Rodrigues, for each increase of R $ 1 in the minimum wage, an expense is created in 2021 of approximately R $ 351.1 million.
According to the Secretary of Economic Policy, Adolfo Sashcida, the revision of the minimum wage in relation to the R $ 1,088 foreseen in the LDO 2021 will generate an extra expense of about R $ 4 billion next year.
Still, according to him, this value is within the spending ceiling space and does not cause concern. “We are fine based on that, regarding the ceiling. All fiscal rules will be respected, ”he said.
