The end of the year is approaching. For this reason, Senator Paulo Paim (PT-RS) sent an urgent request for the Draft Law (PL) 3.657 / 2020, which provides for the creation of the 14th emergency salary, be approved as soon as possible. According to the text, an extra portion will be granted to pay the insured of the National Institute of Social Security (INSS) during the new coronavirus pandemic.
The proposal, presented by the Human Rights and Participatory Legislation Commission (CDH), received the favorable vote of Paim, rapporteur of the project in the Commission. According to the senator, approximately 35 million retirees and pensioners of the INSS, and that around 80% of this group receives only one minimum wage per month.
“The pandemic is causing enormous damage to the economy and the lives of the underprivileged,” Paim said.
“Salary number 14, in addition to helping retirees, those in the risk group, will also serve as an injection of resources into the economy. Among Brazilian municipalities, 64% depend on the income of the INSS beneficiaries. The 14th salary will represent around R $ 42 billion in new money in local commerce, in the municipalities, generating employment and income, generating taxes, improving the quality of life, moving the local economy and strengthening the lives of all. We will have more jobs to collaborate with the resumption of the growth of the country ”, confirmed the senator.

The proposal originated through Legislative Idea N ° 127,741. The author of the initiative is the lawyer Sandro Gonçalves, from São Paulo. The project suggests the implementation of the 14th salary as an emergency Christmas bonus to be paid in December of this year.
The proposal, which has already reached more than 60,000 signatures, was sent to the Senate HRC committee, which is due to be considered by senators this week.
If it is approved and transformed into a Bill or PEC, the proposal is put to a vote in plenary. If the senators approve it, the bill will be sent to the Chamber of Deputies to also be considered by the deputies by simple majority.
With the end of the year, the chances of approval of the proposal only diminish.
