Maia points out that he will not guide PEC to increase transfers to municipalities

The mayor, Rodrigo Maia (DEM-RJ), indicated that he can resign to vote on Tuesday 22, the proposal that increases transfers from the Union to the municipalities. According to Maia, leaving the implementation of the measure for 2022 may be a better option due to the fiscal impact.

At a press conference, Maia said that he will still decide whether the PEC will be voted on today or not. This Tuesday 22, the Chamber celebrates the last deliberative session of the year. The Constitutional Reform Proposal (PEC) increases transfers from the Federal Government to the Municipal Participation Fund (FPM) by 1%, which supplies the mayors.

At a press conference, Maia criticized the government’s stance on the proposal. On the one hand, members of the economic team entered the field against the measure. On the other hand, the government leader in the Chamber, Ricardo Barros (PP-PR), has publicly expressed his support for the text. Mayors pressure parliamentarians to approve the PEC today and allow its implementation in 2021.

According to Maia, next year’s inflation may open up a larger space in the spending ceiling in 2022. The rule limits spending growth to the previous year’s inflation. “Perhaps it is more understandable with implementation in 2022,” the mayor said. “We will see what we have managed to build while respecting the economic team and not letting the government base or the government leader himself demoralize Minister (of Economy) Paulo Guedes.”

The inclusion of the PEC in the agenda was classified by government officials as a “bomb agenda” by Maia at the end of the year, precisely in the middle of the dispute over the succession of the Chamber. The president of the Chamber, in turn, argued that the PEC had pending a vote in the second round since last year and that it was requested by a member of the government base.
