Minister Paulo Guedes has already said that a second wave of the pandemic in the country could bring back emergency aid.
The month of December has been difficult for the government, much more than in previous years.
The new coronavirus pandemic forced the Ministry of Economy to turn 30. Before, the government planned to approve some forms, but everything changed with the pandemic, it did not think about anything other than the benefits to help people, and maintain emergency aid.
Anticipation of benefits

Minister Paulo Guedes said that for 2021, the government does not rule out anticipating the 13th salary of the INSS or the collection of taxes.
“We do not rule out using tools inside the ceiling (the rule that prohibits expenses from growing faster than inflation). We have the ability to anticipate benefits, defer tax collection (defer payment of taxes). We already did this year. These instruments will make it possible to land in 2021 ”, he explained.
The minister said he expects a better 2021, after these measures are taken in the first half.
The hope is that things will be calmer by July with the arrival of the Covid-19 vaccine.
The idea is that by making the INSS values known in advance, policyholders will have a financial injection capable of boosting the national economy as a whole.
The minister already plans to advance the thirteenth salary of the INSS for March or May, but everything will depend on the end of the emergency aid.
“There will continue to be coverage of the aid in January and mid-February,” the minister said.
He also took the opportunity to remember that economic growth is the best for the country.
“Only the reforms will transform the recovery based on consumption into growth with investment,” he emphasized.
PEC of the federal pact
Paulo Guedes defends the creation of the PEC of the Federative Pact, which if accepted, the government could have the so-called ‘war budget’, where it would be possible to have more spending without facing legislative problems.
“My dream was that the war budget instruments were in PEC for acute cases,” he said.
